The governing body hereby creates the position
of Municipal Superintendent of Public Works.
The term of office shall be for a term of one
year or until the successor has been appointed to that position.
The Municipal Superintendent of Public Works
must be certified as a public works manager and must meet the criteria
for that position as set forth under existing New Jersey law.
The Municipal Superintendent of Public Works
shall perform administrative and supervisory duties relating to the
installation, maintenance and repair of public works facilities, shall
assist in planning, organizing and directing all programs relating
to public works activities and shall not be an elected member of the
governing body and shall advise municipal elected officials and employees
in proper compliance and administration of the various laws, regulations,
technical practices, operations and employment techniques with regard
to the public works activities conducted by the municipality.
A person holding the office of a full-time Municipal
Superintendent of Public Works who has held the office, position or
employment continuously for five years or more shall continue to hold
the official position or employment, notwithstanding he or she is
serving for a fifth term, during good behavior and efficiency and
shall not be removed therefrom for political or other reasons except
for good cause upon written charges filed with the Municipal Clerk
and after a public fair and impartial hearing.
The salary for the Municipal Superintendent
of Public Works shall be established by the governing body each year
and shall be set forth in the Borough Salary Ordinance.
