The Board of Recreation and Parks for Dorchester County, Maryland
(the "Board") is hereby established with the functions specified in
this chapter.
A.
Composition; terms; vacancies; compensation. The Board shall consist
of 10 members appointed by the County Council of Dorchester County,
Maryland (the "County Council"), all of whom shall have been legal
residents of Dorchester County, Maryland, for a period of three years
next preceding their appointment, and one of whom shall be the Superintendent
of County Schools or his designated representative. All members of
the Board shall be appointed for terms of four years from the first
day of January of the year of their appointment or until their successors
are appointed. The current members of the Board shall compose the
Board for the first term of four years. Vacancies occurring otherwise
than by expiration of a term shall be filled in the same manner as
the original appointments and for the unexpired term. Members of the
Board shall serve at the pleasure of the County Council and may be
removed from the Board by the County Council at any time, with or
without cause. All members of the Board shall serve without compensation,
except for necessary expenses, as approved by the County Council.
B.
Officers; meetings. The Board shall annually select from among its
membership a Chairman, a Vice Chairman and a Treasurer. Its Secretary
may or may not be a member of the Board. The Board is hereby empowered
to adopt all necessary rules and regulations for the conduct of its
business and shall hold such meetings, both regular and special, as
may from time to time be deemed necessary. The Board shall hold at
least four meetings yearly. The Board's regular place of business
shall be Cambridge, Dorchester County, Maryland, but both regular
and special meetings of the Board may be held elsewhere in the discretion
of the Board.
The County Council may appoint a Director of Recreation and
Parks. The Director shall be the Chief Executive Officer of the Board,
but not a member of the Board. With the advice of the Board, and the
approval of the County Council, the Director shall be charged with
the general organization, administration and supervision of the programs
of public recreation. The Director shall serve at the pleasure of
the County Council. The Director shall have such training, experience
and capacity as will especially qualify the Director to discharge
the duties of the office and those qualifications of education, training
and experience which will assure a thorough knowledge of current theory
and practice in public recreation.
The function of the Board shall be to advise the County Council
as to general policy relating to public recreation and parks in or
for Dorchester County, Maryland, including a comprehensive program
of public recreation in schools, parks or other lands or buildings,
either publicly or privately owned, or other acceptable recreational
facilities made available to the County Council.
