Parking meter zones are hereby established on
the following streets and portions thereof where parking is otherwise
established or permitted:
A. Both sides of Warburton Avenue between Route U.S.
9 and Division Street.
B. North side of Spring Street.
C. Maple Avenue:

(1) West side of Maple Avenue, from the Municipal Building
Driveway, north, to be designated as minimum of three-hour to maximum
of six-hour parking meters.
(2) Maple Avenue, west side, from the Municipal Building
to its intersection with Spring Street and Southside Avenue to be
designated as minimum of one-hour to maximum of two-hour parking meters.
D. West side of Southside Avenue between the intersection
of Spring Street and Southside Avenue to Railroad Station Plaza to
be designated as minimum of one-hour to maximum of two-hour parking
meters.

On-street parking meter fees are hereby established
and designated to be determined by the Village Board by resolution
and set in the fee schedule.

A. No person shall park a vehicle in any zone designated
"Permit Parking Zone" on any day except Sunday or legal holidays unless
such vehicle shall have been issued a permit for the period of time
during which such vehicle is parked in said zone and such permit shall
be prominently affixed in the manner and at the place designated by
the Village Manager.
B. No person shall park a vehicle in any parking meter
space during the days and hours prescribed in this article, except
Sunday or legal holidays, while the parking meter for such space indicates
by signal that the lawful parking time in such space has expired.

C. When markings upon the pavement designate a parking
space, no person shall park a vehicle in such designated parking space
so that any part of such vehicle occupies more than one such space
or protrudes beyond the markings designating such space, except that
a vehicle which is too large to be parked within a single designated
parking space shall be parked with the front bumper at the front of
the space with the rear of the vehicle extending as little as possible
into the adjoining space to the rear.
D. No person shall deposit or attempt to deposit in any
parking meter any slug, button or any other device or substance as
a substitute for coins of United States currency.
E. No person shall park a truck or commercial vehicle
weighing more than two tons or more than 20 feet gross length in the
off-street meter zones or in the off-street permit parking zones at
any time, except in case of emergency.
F. No person shall do or permit to be done any repair
work on any motor vehicle in any parking meter zone, off-street meter
zone or permit parking zone.
G. All vehicles parked in any metered parking space or
in any permit parking zone shall be parked with the front of the vehicle
facing the parking meter or the front curb or curbline in such permit
parking zone.
H. A parking permit issued to one person may be transferred
to and used by any vehicle registered in the name of such person's
immediate family (parent, spouse, child, brother or sister) who resides
in the same household. The use of such parking permit by any other
vehicle shall render said permit void.
I. No person
shall stop, stand or park a vehicle other than an electric vehicle
while charging within any space marked or signed as "Electric Vehicle
Charging Station."

The Village Manager shall provide for the installation,
maintenance, timing, charges and operation of parking meters and for
the creation of permit parking zones and the fees to be charged for
such permits and the rules and regulations governing the issuance
of such permits in order to control parking and traffic for the good
and welfare of the Village and its residents and for the promotion
of public safety, in such areas and in such zones as are designated
in this article.

For the purpose of this Part
2, the terms used herein are defined as follows:
ELECTRIC VEHICLE
Any vehicle that operates, either partially or exclusively,
on electrical energy from an off-board source that is stored on board
for motive purpose.

ELECTRIC VEHICLE CHARGING STATION
A public parking space that is served by battery-charging-station
equipment that has as its primary purpose the transfer of electric
energy (by conductive or inductive means) to a battery or other energy
storage device in an electric vehicle.

OFF-STREET METER ZONE
Any parking area owned or leased by the Village upon which
parking meters have been heretofore installed and are in operation
or which are to be hereinafter installed or operated.
PARKING METER
A mechanical device placed or erected for the regulation
of parking.
PARKING METER SPACE
That area designated by markings or otherwise, allocated
to the parking of a vehicle.
PARKING METER ZONE
Any street or portion of a street upon which parking meters
have been heretofore installed and are in operation or which are to
be hereinafter installed and operated.
PERMIT PARKING ZONE
Any parking area owned or leased by the Village upon which
parking is prohibited, except to vehicles duly issued parking permits
for the period of time in which such vehicle is parked, and which
zones are designated by signs or other markings or enclosures. All
permit parking zones shall be clearly identified by a sign at the
entrance to such permit parking zone.
