Unless the context specifically indicates otherwise, the meaning of the terms used in this article shall be as follows:
BOROUGH
The Borough of Waynesboro.
BOROUGH MANAGER
The Borough Manager of the Borough of Waynesboro, Pennsylvania, or his authorized deputy, designee, agent, or representative.
INVESTMENT
A legal investment as permitted for trust funds in Pennsylvania.
PERSON
Any firm, association, organization, governmental body, partnership, trust, company, corporation, society or group as well as an individual. Singular number includes the plural and the plural number includes the singular.
The Borough of Waynesboro shall set aside a separate fund for any monies received by gift, donation or grant to the Borough by any person, for the construction of a swimming pool and other facilities at North Side Park within the Borough of Waynesboro, Pennsylvania, and maintenance thereof.
Such fund may be invested in such investments and in such amounts and at such times as deemed wise by the Borough Manager, if in his discretion the Borough Manager deems that said invested sums will not be necessary for the construction and/or maintenance of said swimming pool and other facilities in North Side Park during the term of said investment.
The Borough Manager is hereby authorized to expend sums from the principal and/or income of said fund if in his sole discretion it is deemed necessary for the following purposes:
A. 
For the construction and/or maintenance of a swimming pool to be constructed in North Side Park in the Borough of Waynesboro, Pennsylvania.
B. 
For the construction and/or maintenance of other facilities in said North Side Park in the Borough of Waynesboro, Pennsylvania.
C. 
For the services of a professional fundraiser to consist, inter alia, of professional fee and administrative expenses, including secretarial assistance, office machinery, telephone, electricity, utilities, rent, publicity, banquets, luncheon meetings, living expenses of fundraiser, travel, postage, and other miscellaneous expenses.
D. 
For the acquisition of land to be annexed to said North Side Park and for any legal and other expenses coincident to said land acquisition.
E. 
Any other expenses deemed necessary by said Borough Manager in the construction and/or maintenance of said pool and/or facilities in said North Side Park and in the solicitation of funds for the purpose of said construction and/or maintenance of said pool and other facilities in said North Side Park.
