A Recreation Board shall be created in the Borough
of Waynesboro, Franklin County, Pennsylvania pursuant to Act of 1966,
Feb. 1, P.L. (1965) 1656, No. 581, Section 2708; 8 Pa.C.S.A. § 2708
as amended.
Such recreation Board shall be vested with the
authority to make recommendations to Borough Council on all matters
pertaining to recreation over which the Borough has jurisdiction.
This shall not include the Renfrew Museum and Park.
Said Recreation Board shall consist of nine
members who shall be appointed by the Borough Council of the Borough
of Waynesboro, Pennsylvania who shall serve without pay or other compensation.
Such members of such Recreation Board shall
be appointed for a term of five years excepting the original appointees
whose term shall expire as follows:
A.
Two members shall be appointed for an original term
of one year.
B.
Two members shall be appointed for an original term
of two years.
C.
Two members shall be appointed for an original term
of three years.
D.
Two members shall be appointed for an original term
of four years.
E.
One member shall be appointed for an original term
of five years.
The members of such Recreation Board shall elect
their own Chairman and secretary and select all other necessary officers
to serve for a period of one year.
Such Recreation Board shall have the power to
recommend rules and regulations for the conduct of all business within
its jurisdiction, subject to approval of Borough Council.
The Recreation Board shall prepare an annual
budget which it shall recommend to Borough Council. The budget shall
provide for the operating expenditures of the recreation program and
for capital improvements to the facilities. The Borough Council shall
establish a budget for the recreation program and appropriate monies
to carry out the program.
Upon recommendation by the Recreation Board,
the Borough Council shall employ all play leaders, directors, supervisors,
managers and other staff as it may deem proper for the operation of
the recreation places within the Borough.
Such Recreation Board shall have no authorities
other than those specifically delegated to them by the Borough Council
of the Borough of Waynesboro, Pennsylvania by this article or otherwise.
