It shall be unlawful for the owner or the operator
of any motor vehicle or any other vehicle to park such vehicle between
the hours of 9:00 a.m. and 6:00 p.m., prevailing time, on Monday through
Saturday, upon the portion of the streets described and designated
as parking meter zones except for the periods of time and in the manner
provided:
A.
Both sides of Main Street, from Potomac Street to
Broad Street.[1]

single parking space and meter in front of No. 47 West Main Street
beginning 13.0' west of the Mulberry Avenue mid-block crosswalk and
extending 17.5' west along the north side of West Main Street" is
to be removed.
B.
West Main Street, from Potomac Street to North Franklin
Street on the north side and from Potomac Street to the Western Maryland
Railway Company tracks on the south side.[2]

C.
West Main Street, on the north side, from Western
Maryland Railway Company tracks to Fairview Avenue.

South Church Street, east side only, from Main Street
to Second Street.
F.
Walnut Street, from East Main Street to East Second
Street, on west side.
G.
South Church Street. Install two additional parking meters on the
east side of South Church Street just south of Main Street.

The prohibition against the parking of motor
vehicles or any other vehicle in said parking meter zones without
depositing the appropriate coin in said parking meter shall not apply
on the holidays as determined by Borough Council by resolutions adopted
by said Borough Council by the Borough of Waynesboro as the same may
be amended from time to time. Any such resolution is hereby incorporated
herein and made a part hereof as though the same has been set forth
in its entirety.

The legal parking limit shall be two hours on all streets designated in § 280-30 as parking meter zones except:
A.
The Center Square, where the maximum legal limit for
meter parking shall be one hour.
B.
In front of the United States Post Office on East
Main Street, where the maximum legal limit for meter parking shall
be 24 minutes.
C.
Both sides of Main Street from Potomac Street east
to Broad Street and the east side of South Potomac Street from Main
Street to the first alley south where the maximum legal limit for
meter parking shall be one hour.
D.
The North side of West Main Street between Fairview
Avenue and the railroad where the maximum legal limit for meter parking
shall be five hours.
In parking meter zones as set forth in § 280-30 hereof, there shall be parking spaces approximately 20 feet in length where vehicles may be parked parallel to the curb and within the space so designated. On the sidewalk adjacent to the parking spaces there shall be erected either separate parking meters to serve each parking space or a dual parking meter to serve the two parking spaces immediately to the right and left of the meter. The separate and dual parking meters shall be designated to indicate, upon deposit of a coin as hereinafter provided, the duration of the legal parking period and the time when such period has elapsed.

A.
In order that the police officers may properly compute
the time during which a vehicle is parked, the owner or operator thereof
shall upon entering such parking space during the time of limited
parking, immediately deposit sufficient $0.01, $0.05, $0.10 or $0.25
coins of the United States in the parking meter controlling the parking
space and turn the meter handle or do such other act necessary to
cause the meter to function, to cover the time he or she intends to
occupy said parking space; failure to do so shall constitute a violation
of this Part 2.
B.
In the parking meter zones hereafter designated the
deposit of each $0.05 coin in a parking meter will permit the vehicle
to be parked in said designated space for a period of 30 minutes and
the deposit of a $0.10 coin in such meter will permit the vehicle
to be parked for a period of one hour. Any combination of five-cent
and ten-cent coins to be deposited not to exceed a parking time of
two hours or such less or maximum legal parking time as this Part
2 permits.

the North side of East Main Street between Broad Street and Cottage
Street.
(2)
South Church Street, east side only from Main Street
to Second Street.
(3)
South Potomac Street, east side only, from Main Street
to first alley south of Main Street.
(4)
North Potomac Street, from Main Street north to the
first alley north of Main Street.
(5)
Center Square.
(6)
Cleveland Avenue, West side only beginning 30 feet
south of the south curbline of West Main Street and extending 112
feet southward.

C.
In the parking meter zones hereafter designated the
deposit of each $0.05 coin in a parking meter will permit the vehicle
to be parked in said designated space for a period of one hour, the
deposit of $0.10 coin in such meter will permit the vehicle to be
parked for a period of two hours and the deposit of a $0.25 coin in
such meter will permit the vehicle to be parked for a period of five
hours. Any combination of five-cent and ten-cent coins to be deposited
not to exceed parking time of five hours or such less or maximum legal
parking time as this Part 2 permits.
D.
In all other parking meter zones, the deposit of each
$0.01 coin in such meter will permit the vehicle to be parked in said
designated space for a period of 12 minutes and the deposit of each
$0.05 coin in such meter will permit the vehicle to be parked for
a period of one hour. Any combination of one-cent and five-cent coins
may be deposited not to exceed a parking time of two hours.
It shall be unlawful for any person to cause,
allow, permit or suffer any such vehicle registered in his or her
name to be parked in parking meter zones herein designated or to be
hereafter designated, in violation of the provisions of this Part
2.
It shall be unlawful to park any vehicle across
any line or marking designated a parking space or to park said vehicle
in any way that same shall not be wholly within a parking space as
designated by said markings, and in such manner that the hood or front
of such vehicle shall not be alongside of or next to such parking
meter adjacent to such parking space.
It shall be unlawful and a violation of this
Part 2 for any person to deposit or cause to be deposited in a parking
meter any coin for the purpose of increasing or extending the parking
time of any vehicle beyond the total legal parking time prescribed
in this Part 2.
It shall be unlawful to deface or tamper with,
damage, open or willfully break, destroy or impair the usefulness
of any parking meter installed under the terms of this Part 2.
Nothing contained in this Part 2 or in any ordinance
hereafter establishing parking meter zones shall be construed to permit
parking of vehicles in those spaces within any zone in which by other
ordinances of the Borough or state law parking is prohibited.

A.
Violations for improper or unlawful parking within
the Borough of Waynesboro, together with the fines associated with
each of them, are hereby established as follows:
(1)
Parking meter violation: $5.
(2)
No parking 2:00 a.m. to 6:00 a.m.: $10.
(3)
No parking, street sweeping: $10.
(4)
Parked after snow emergency declared: $50.
(5)
Parked within 15 feet of fire hydrant: $15.
(6)
Parked in fire lane: $15.
(7)
Parked within 20 feet of crosswalk at intersection:
$15.
(8)
Parked in excess of 12 inches from curb: $15.
(9)
Parked against traffic: $15.
(10)
Parked in handicap zone: $25.
(11)
Other violation: $15.
B.
All fines are as marked above if paid within 72 hours.
All fines are doubled when paid after 72 hours but within 10 days.
If not paid within 10 days, a traffic citation shall be filed with
the Magisterial District Judge and additional fines and costs shall
be set.

The provisions of this Part 2, as amended, shall
not apply to vehicles belonging to the Borough of Waynesboro which
are marked with the Official Seal of the Borough of Waynesboro on
the side thereof.
