The provisions of this article imposing a time limit on parking shall not relieve any person of the duty to observe other and more restrictive provisions prohibiting or limiting the stopping, standing or parking of vehicles as set forth in N.J.S.A. 39:4-138, any other New Jersey Statute or as hereinafter provided.
No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule I, § 108-14, attached to and made a part of this chapter.

A. 
No person shall park a vehicle between the hours or occurrences specified in § 108-25 on any day upon any of the streets or parts of streets described in said § 108-25 attached to and made a part of this chapter.
B. 
No person shall park a vehicle between the hours and at the locations set forth and described in § 108-15, Schedule II, attached hereto and made a part of this chapter.

  No person shall park a vehicle for longer than the time limit shown on Schedule IV, § 108-17, at any time between the hours listed in said Schedule IV of any day upon any of the streets or parts of streets described in said Schedule IV attached to and made a part of this chapter.

A. 
No person shall park a vehicle at any time upon any of the properties described in Schedule IVA, § 108-17.1 hereof, except at places designated by appropriate signs. Parking at all other places shall be and is hereby deemed to be prohibited.
B. 
The provisions of Subsection A shall apply to any and all vehicles except those determined to be authorized vehicles and appropriately identified as being within such category.
C. 
The provisions of Subtitle 1, Title 39 of the Revised Statutes of New Jersey shall be deemed to apply at all times to the hereinafter referred to and described areas as a matter of law.

A. 
Municipal Building parking lot. Those paved areas located at and adjacent to the Wanaque Municipal Building are hereby limited and restricted to parking only as permitted herein:
(1) 
In those areas designated "visitor parking," parking shall be for public business only, being conducted within the premises, and not for any other purpose, at any time of the day or night.
(2) 
In those areas specifically designated for officials or employees, such as "Police Department," etc., no person other than the official or member of the class designated for such parking shall park at any time.
(3) 
All vehicles, except those in the visitors area, must display a pass in the windshield on the driver side. Any vehicle not displaying a parking permit and/or in the lot after 1:00 am. will be towed at the owners expense and subject to a fine of $50.
(4) 
There shall be no parking in driveways.
(5) 
Handicapped parking space. There shall be a fine as provided in § 108-6.5 of this Code for parking in a handicapped space without proper registration.

B. 
Municipal parking areas.

(1) 
Vehicular parking shall be prohibited from 10:30 p.m. to 5:00 a.m., prevailing time, in the following municipal parking lots:
(a) 
Back Beach Park.
(b) 
Haskell Firehouse parking lot (except in the event there is fire activity).
(c) 
Addice Park.
(d) 
Memorial Field.
(e) 
Wanaque Library.
(f) 
Conklintown Road Playground.
(g) 
Hagstrom Field.
(2) 
Vehicular parking shall be prohibited from 3:00 a.m. to 5:00 a.m., prevailing time, in the following parking lots:

(a) 
Municipal parking lot at Doty Road (south side) and Ringwood Avenue.
C. 
Enforcement. The provisions of this chapter shall be enforced by the Wanaque Police Department.

A. 
No person shall park a vehicle at anytime upon any portion of the properties described herein below.
(1) 
Haskell School, 973 Ringwood Avenue, Wanaque, New Jersey.
(a) 
No parking in front of school at the north side of the school adjacent to Ringwood Avenue and between the main entrance to Haskell School and the north driveway.
(b) 
No parking along and in the north driveway, except in those areas reserved for staff parking.
(c) 
No parking in or along the circular driveway entering and exiting on Ringwood Avenue in front of the school building.
(d) 
In the south parking lot area, there shall be no parking along the perimeter fence along the southern most aspect of the parking lot, in the rear of the south parking lot or in the entrance and exit lanes, and there shall be no other parking in the south parking area, except in marked parking areas.
(e) 
There shall be no parking in the rear of the school property, except in those areas specifically designated and marked therefor.
(2) 
Wanaque School, First Street, Wanaque, New Jersey.
(a) 
There shall be no parking on the exit or entrance driveways adjacent to the school on the south and east sides of the school building, except in areas specifically designated therefor.
(b) 
There shall be no parking in the rear of the school on its north side, except in those areas specifically marked therefor.
(3) 
Board of Education Building (Rhinesmith Building), Ringwood Avenue, Wanaque, New Jersey.
(a) 
There shall be no parking on these premises except in areas designated therefor.

For the purpose of §§ 108-6.3 to 108-6.6, the following definitions shall be acceptable:
HANDICAPPED PERSON
A person who qualifies under the definition of N.J.S.A. 39:4-204 and who possesses a handicapped person identification card issued by the Director of the Division of Motor Vehicles.
PUBLIC BUILDING
Any building, structure, facility or complex used by the general public, including but not limited to theaters, concert halls, auditoriums, museums, schools, libraries, recreation facilities and fields, public transportation terminals and stations, shopping centers, whether publicly or privately owned, property designated by the Mayor and Council as a result of a request pursuant to N.J.S.A. 39:4-138, except that this term shall not include private family residences, office buildings, warehouse storage areas and all buildings conducting hazardous occupancies that involve highly combustible, highly flammable or explosive materials.

A. 
The owners of all public buildings with a parking area which provides parking for 20 or more vehicles, which provide parking spaces adjacent to or used in conjunction with the public buildings, shall, within 90 days of notice thereof provide for parking spaces for handicapped persons in accordance with the guidelines set forth herein and in a location and manner as are determined by the Code Enforcement Officer of the Borough of Wanaque.
B. 
Parking spaces for the physically handicapped shall be constructed in accordance with the following guidelines: in all instances where parking lots are provided for public buildings or facilities as defined herein, designated parking spaces for handicapped persons shall be required as follows:

C. 
The location of the physically handicapped spaces shall be in an area of the parking facility which is most accessible and approximate to the building or buildings which the facility services. The determination of said location shall be made by the Construction Official in conjunction and consultation with the owner. In shopping centers and other multistore facilities, the handicapped spaces shall be as near to the flagship store as possible and/or at such other locations as may be agreeable between the Construction Official and the owner.
D. 
Each space or group of spaces shall be identified with a clearly visible sign displaying the international symbol of access, along with the following words: THESE SPACES RESERVED FOR PHYSICALLY HANDICAPPED ONLY. SPECIAL VEHICLE IDENTIFICATION REQUIRED. Lines designating the area shall be painted in fluorescent yellow paint, and the center of the space shall have painted thereon the capital letter H.
E. 
Each space shall be 12 feet wide to allow room for persons in wheelchairs or on braces or crutches to get in or out of either side of the automobile on a level, paved surface suitable for wheeling and walking.
F. 
Where possible, such spaces shall be located so that persons in wheelchairs or using braces or crutches are not compelled to walk or wheel behind parked cars.
G. 
Where applicable, curb ramps shall be provided to permit handicapped people access from the parking area to the sidewalk.
H. 
Signs shall be posted and maintained, and said signs shall conform to the regulations adopted by the Director of Motor Vehicles and/or be in conformance with N.J.S.A. 39:4-193.[1]

I. 
All signing, pavement, markings, depressed curbings and/or ramps shall be maintained in good or proper condition, including but not limited to the condition of required markings and signs which should remain distinctly visible at all times. Any owner of premises required to provide handicapped parking stalls who shall fail to maintain stalls in proper condition shall be subject to penalties in accordance with § 108-6.5. No person shall deface or remove any sign erected pursuant to §§ 108-6.3 through 108-6.6.

It shall be unlawful for any person to park, stop or stand a motor vehicle in a parking space designated to the exclusive use of handicapped persons, unless such person is a handicapped person or is transporting a handicapped person and is utilizing the handicapped parking space for the benefit of said handicapped person. Any person who shall violate this action shall be subject to a fine of $250 for a first offense, a fine of at least $250 and up to 90 days' community service on such terms and in such form as the Court shall deem appropriate, or any combination thereof.

Sections 108-6.3 through 108-6.6 shall be enforced by the Wanaque Borough Police.
