This article shall be hereafter referred to as the "Appointments Law."

It is the intent and purpose of this article to extinguish the power of appointment and removal of Village officers and employees given to the Manager under former Village Law § 373 (Article 15-A) and as continued under present Village Law § 23-2202 or other appropriate sections and to place such power of appointment and removal in the Board of Trustees of the Village of Saranac Lake, NY.

All power of appointment and removal of Village officers and employees previously given by law to the Village Manager is hereafter vested and lies solely with the Board of Trustees of the Village of Saranac Lake, and any appointment or removal of a Village officer or employee shall be made by resolution of such Board of Trustees, after taking into consideration the recommendation of the Village Manager.

The Village Manager, Superintendent of Public Works, the Community Development Director, the Development Administrator, the Code Enforcement Officer, the Animal Control Officer and the Police Department of the Village of Saranac Lake are each hereby authorized to issue an appearance ticket to any person alleged by any of said public servants to have committed an offense or offenses in violation of any statute, local law, ordinance, rule or regulation relating to public infrastructure, fire prevention and safety, sanitation, building, zoning and planning, traffic which, by virtue of his/her office, title or position, any of said public servants is authorized or required to enforce.
