There shall be, and there is hereby established,
a Department of Public Works.
There shall be a Superintendent of Public Works
who shall be appointed by the Mayor, subject to the approval of the
Board of Trustees, for such term and at such compensation as the Board
of Trustees shall determine by resolution. The Superintendent shall
be charged with the following duties:
A. The Superintendent shall be the head of the Department
and shall, in conjunction with and at the direction of the Village
Manager, have general jurisdiction over and control of the administration
of the Department.
B. The Superintendent shall answer to and work under
the Village Manager, and shall comply with all orders and directives
of the Village Manager relative to the administration of the Department
and its personnel.
C. The Superintendent shall utilize, allocate and direct
the personnel of the Department in such a manner as in his/her discretion
is best for the purpose of performing the duties of the Department.
D. Supervision and control of the construction, reconstruction,
alteration, improvement, maintenance, repair, cleaning and operation
of all water lines and systems, sewage treatment plants and facilities,
sewer lines and systems, storm drainage systems, hydroelectric generating
equipment and facilities and all other such structures and facilities
in the nature of Public Works owned by or under the jurisdiction of
the Village of Saranac Lake.
E. Make recommendations to the Board of Trustees regarding
the operating, construction, reconstruction, alteration, improvement,
maintenance and repair of all buildings, streets, passways, parking
fields, parks, playgrounds, sidewalks, beaches, docks, moorings, storm
drainage systems, water lines and systems, sewage treatment plants
and facilities, sewer lines and systems and all other such structures
and facilities in the nature of public works owned by or under the
jurisdiction of the Village of Saranac Lake.
F. Make recommendations to the Village Manager regarding
the personnel of the Department under the Superintendent's supervision
and control, including but not limited to discipline, job performance,
promotion, demotion, hiring and firing and all other such matters
pertaining thereto.
The Department of Public Works shall have the
following duties:
A. Supervision and control of the construction, reconstruction,
alteration, improvement, maintenance, repair, cleaning, snow removal
and lighting of all streets, passways, parking fields, buildings,
parks, playgrounds, sidewalks, structures, beaches, docks, moorings
and all other such structures and facilities owned by or under the
jurisdiction of the Village of Saranac Lake.
B. Supervision and control of the construction, reconstruction,
alteration, improvement, maintenance, repair, cleaning and operation
of all water lines and systems, sewage treatment plants and facilities,
sewer lines and systems, storm drainage systems, hydroelectric generating
equipment and facilities and all other such structures and facilities
in the nature of Public Works owned by or under the jurisdiction of
the Village of Saranac Lake.
C. Supervision and control of trimming all trees and
vegetation on or along streets, passways, highways, parking fields,
parks and playgrounds owned by or under the jurisdiction of the Village
of Saranac Lake.
D. Such other duties as the Village Manager shall impose,
subject to the approval of the Board of Trustees, upon the Department.
E. Develop, maintain and keep up-to-date a detailed inventory
of all equipment, materials, supplies and facilities under the supervision
and control and in the possession of the Department.
