The provisions of this chapter shall be severable, and if any of its
provisions shall be held to be unconstitutional or illegal, such decision
shall not affect the validity of any of the remaining provisions of this chapter.
It is hereby declared a legislative intent that this chapter would have been
adopted had such unconstitutional or illegal provision not been included herein.
The provisions of this chapter, so far as they are not expressly or
necessarily in conflict with those of ordinances and regulations in force
immediately prior to the enactment of this chapter, are intended as a continuation
of such ordinances and regulations, and are to be read as nearly as possible
as consistent with the same. The provisions of this chapter shall not affect
any act on, or liability incurred, nor shall they affect any suit or prosecution
pending, or to be instituted, to enforce any right or penalty or to punish
any offense under the authority of any ordinance or regulation preceding the
enactment of this chapter.
