[Adopted 9-8-1986 by Ord. No. 86-5]
Words and phrases, when used in this article, shall have the meanings ascribed to them in the Vehicle Code of Pennsylvania, as now in force, or as hereafter amended, enacted or reenacted, except in those instances where the context clearly indicates a different meaning. The singular shall include the plural, and the masculine shall include the feminine.
A. 
The Mayor shall have the following powers to regulate traffic and parking temporarily and in times of emergencies outlined as follows:
(1) 
In the case of fire, flood, storm or other emergency, to establish temporary traffic and parking regulations.
(2) 
In the case of emergency or in order to facilitate public works or in order to facilitate the conduct of processions and public events, to restrict or prohibit parking or traffic in limited areas for periods until said emergency abates or the public work is completed.
B. 
Such temporary and emergency regulations shall be enforced by the Mayor and the police of the Borough in the same manner as permanent regulations. Any person who shall operate a vehicle in violation of any such regulations shall be liable to the penalty set forth in the law for such violation and, in case of any violation for which no specific penalty is set forth in the law, to a fine of not more than $50 and, in default of payment of such fine and cost of prosecution, to imprisonment in the county jail for not more than 10 days.
At the following intersections, official traffic signals shall be erected (and, if already erected, are hereby ratified), and traffic at such intersections may be directed by such signals as follows:

A. 
Except as otherwise provided within this section, a speed limit of 25 miles per hour is hereby established on all streets within the boundaries of the Borough of Tarentum.
B. 
Exceptions.
(1) 
The speed limit on East Ninth Avenue between Corbet Street and Ross Street shall be 15 miles per hour.
The following intersections located in the Borough are hereby declared to be stop intersections, and official stop signs shall be erected (or are hereby confirmed if heretofore erected) in such a position as to face traffic approaching in the direction or directions hereby indicated. All vehicles approaching the intersection from the direction or directions hereby indicated in each case shall come to a full stop, within a reasonable distance, before entering said intersection.

A. 
A left turn going north from Lock Street onto East Tenth Avenue is prohibited.
The boundary limits of the Borough of Tarentum are hereby established as a zone in which motor vehicles may remain standing without lights, and all streets and alleys within such boundary limits are hereby designated as streets where motor vehicles may remain standing without lights.
Wherever a space shall be marked off on any street or alley for the parking of an individual vehicle, every vehicle there parked shall be parked within the lines bounding such space.

A parking space shall be reserved for MAC machine customers and a sign placed designating such on the westbound lane at 306 East Sixth Avenue on the west side of the pedestrian crosswalk.[1]

A ten-minute parking zone shall be created on the 1000 block and 900 of Lock Street, west side, direction downhill, between 8:00 a.m. and 9:00 a.m. and between 3:00 p.m. and 4:00 p.m. during the school year, while school is in session, excluding school vacations and weekends.

H. 
Parking shall be limited to 15 minutes from the crosswalk at First National Bank on the north side of East Sixth Avenue to Lock Street.

I. 
Parking shall be limited to 30 minutes on both sides of Fifth Avenue from Lock Street to 209 Fifth Avenue.

A. 
It shall be unlawful for the owner or operator of any vehicle to park such a vehicle between the hours of 6:00 a.m. and 8:00 p.m., Monday through Sunday, excepting legal holidays, at any metered parking place within the Borough of Tarentum without properly paying for the time on the meter.
B. 
The fine for violating Subsection A, for not operating the meter or continuing to park after the time rented has expired, shall be $25; excepting, however:

(1) 
The fine shall be discounted to $5 if paid within 24 hours.
(2) 
The fine shall be discounted to $10 after 24 hours and before 30 days has lapsed. The Borough Police or appropriate designated person shall be authorized to issue a violation citation up to six times per day, or every two hours of violation.
C. 
It shall be unlawful for the owner or operator of any vehicle to park a vehicle or allow his or her vehicle to be parked in the following manners:
(1) 
In a restricted area.
(2) 
Near a fire plug.
(3) 
In a handicapped zone without authorization.
(4) 
Parking out of stall.
(5) 
In a bus stop.
(6) 
Against traffic.
(7) 
Beyond a two-hour time limit on designated on-street parking.
(8) 
Too near a corner.
(9) 
Too far from a curb.
(10) 
On the sidewalk.
(11) 
In a ten-minute zone.
(12) 
On a yellow line.
(13) 
In front of a driveway or garage.
D. 
The fine for violating Subsection C shall be in the amount of $25; excepting however, the fine shall be reduced to the amount of $10 if paid within 30 days of the violation.

E. 
Fines are cumulative, meaning violators will be subject to additional fines and costs for every additional two-hour violation of this section.

It is hereby declared to be unlawful for any person to place or cause to be placed any item, whatsoever, for the purpose of reserving parking spaces on any street in the Borough.

A. 
It shall be unlawful for owners or operators, or anyone who has custody or control over a trailer whether registered or unregistered, licensed or unlicensed, designed to go over highways pulled behind a tractor, or truck to park, other than to immediately unload or load, any unmotorized trailer on any public street, parking lot, alleyway, or cartway within the Borough of Tarentum.
B. 
The Tarentum Police are authorized to have towed any aforesaid described trailer in violation of Subsection A.
C. 
The fine for any person convicted of violation of Subsection A of this section shall be liable to a penalty of $50 and costs of prosecution.

A. 
It shall be unlawful for any owner, operator or any other person in custody or control of any motorhome, minihome, or bus other than a Highlands Area school bus, or municipal bus to park in any space, on any public street, parking lot, alleyway or cartway which would take the space of more than one automobile parking area.
B. 
The owner, person in custody, care, or control of aforesaid motorhome, minihome or bus, who violates Subsection A will be liable to a penalty of $50 and costs of prosecution.

A. 
It shall be unlawful for any person to park in the handicapped space without proper state tags.
B. 
Any person violating Subsection A will be liable to a penalty of $100 and costs of prosecution.

Unless another penalty is expressly provided by the Pennsylvania Motor Vehicle Code (75 Pa.C.S.A. § 101 et seq.), or except as herein specified, every person convicted of a violation of provision of this article or any supplement thereto shall be liable to a penalty of up to $50 and costs of prosecution.
