It shall be unlawful for any persons or person within the limits of
the Borough of Marcus Hook to dispose of garbage, rubbish or ashes in any
manner otherwise than as provided for in this article.

A. All garbage, rubbish or ashes generated in the Borough
of Marcus Hook from single-family dwelling units, individually owned townhouses
and condominiums, or a building or group of buildings under common ownership
and comprising multiple-family dwelling units not exceeding four units per
building or group of buildings, provided that all residents of such single-family
dwelling units, townhouses, condominiums, building or group of buildings utilize
individual refuse containers not requiring the use of container handling devices
on collection vehicles, said refuse containers with their contents shall be
placed at curbside or at a place so designated for collection and at the times
during the week as specified by Borough Council.
B. No garbage, rubbish or trash of any kind or nature may
be placed in the front yard, on the front porch or at the curbline of any
property except on the day designated for the pickup of garbage, rubbish and
trash for such property or for the period commencing at 6:00 p.m. on the day
preceding the day designated for the pickup of garbage, rubbish and trash
for such property. Whenever possible, refuse containers, when not placed at
the curb for collection, should be stored so that they are not visible from
the street.
The proper authorities of the Borough of Marcus Hook shall make the
necessary arrangements and provisions for the collection of all garbage, rubbish
and ashes that may be deposited as set forth herein by the householders and
other persons in said Borough and so that the same will be collected and disposed
of in accordance with the provisions of this article.
Garbage, rubbish and ashes are not to be placed out for collection before
6:00 p.m. on the evening before the day of collection. Collection days of
the Borough shall be Tuesdays and Fridays of each week unless otherwise changed
by Borough Council and advertised as to change. All garbage, rubbish and ashes
shall be placed in alleys in the rear of homes, when such alleys are passable
for hauling by vehicles or otherwise in front of homes by the curbs in accordance
with the terms of this article. Containers must be removed by darkness on
the days of collection.

Any person violating any of the provisions of this article shall, upon
conviction thereof, be punishable for each offense by a fine of up to the
maximum amount provided from time to time by state statute.

The following words and phrases shall have the meanings respectively
assigned to them by this section:
PRINTED MATERIAL
Any printed matter, including but not limited to newspapers, magazines,
catalogs, etc.
RECYCLABLES
Material having an economic value in the secondary materials
market. The following materials have such economic value: aluminum cans and
articles, bimetal cans, glass containers, corrugated paper (cardboard and
paper boxes), magazines, computer printout paper, computer tab cards, office
paper, steel cans, newspapers, paper products not chemically coated.
There is hereby established a recycling program for the mandatory separating
of recyclables from garbage and rubbish in the Borough of Marcus Hook.
Printed material shall be kept separate from other refuse and shall
be collected by the Borough or under subcontract by its designated agent.
Individual household units shall separate and prepare for collection these
materials in the following manner: Printed material shall be tied both across
and lengthwise in easy-to-manage bundles or placed in paper bags and kept
dry. These materials shall be either placed at the curbside to be collected
at times designated by the Borough or placed in recycling shelters at any
time.

by a fine of up to the maximum amount provided from time to time by state
statute.
Any resident may donate or sell used printed material to any person,
partnership or corporation, whether operating for profit or not for profit.
Said person, partnership or corporation may not, however, under any circumstances
pick up said used newspapers from the curbside in the Borough of Marcus Hook.
