As used in this chapter, the following terms shall have the meanings indicated:
PARKING
The temporary storage of recreational vehicles or utility trailers for a continued period of time not exceeding 24 hours. Continuity of a single period shall not be considered broken or terminated unless the recreational vehicle or utility trailer involved shall have been removed from the property owner's premises for a period of at least 24 consecutive hours.
RECREATIONAL VEHICLE
A single-axle or multiple-axle structure mounted on wheels or otherwise capable of being made mobile when attached to a motor vehicle for the purpose of travel, recreational and vacation use; or shall include but shall not be limited to travel trailers, mobile homes, tent trailers, boat trailers and horse trailers.
STORAGE
The placement of recreational vehicles or utility trailers at a given location within the Township of Tinicum for continuous periods of time exceeding 24 hours.
UTILITY TRAILER
A separate vehicle, not driven or propelled by power, designed to transport vehicles and/or other types of personal property.
A. 
No recreational vehicle or utility trailer shall be parked or stored on any public street in the Township of Tinicum.
B. 
Recreational vehicles and utility trailers may be parked or stored on private property of the owner of such vehicle only under the following conditions:
(1) 
A recreational vehicle and utility trailer may be parked for a continuous period not exceeding 24 hours consistent with the definition of "parking" as set forth in § 228-1 of this chapter.
(2) 
A recreational vehicle and utility trailer must be parked on the owner's property and behind the building line. It must be parked in such a manner so as not to restrict the visibility of traffic using an adjacent public street. A recreational vehicle's wheels and utility trailer's wheels must at all times be blocked or otherwise rendered immobile so as to prevent any movement of the vehicle while it is in a stopped position.
(3) 
Any recreational vehicle or utility trailer stored on private property, as defined in § 228-1 of this chapter, shall be stored in a garage or may be stored in a rear or side yard.
A. 
No recreational vehicle or utility trailer may be used for purposes of habitation while parked or stored on an owner's property within the Township of Tinicum.
B. 
No vehicle over 30 feet in length shall be stored on private property located in the Township of Tinicum.
C. 
Not more than one recreational vehicle or utility trailer may be parked or stored on private property within the Township of Tinicum, unless one of such vehicles is parked in a garage.
Whenever the requirements of this chapter are at variance with the requirements of any other lawfully adopted rules, regulations, ordinances, deed restrictions or covenants, the most restrictive or the higher standard shall govern.
Any person who shall be convicted of violating or failing to comply with the provisions of this chapter before any Magisterial District Judge shall be punishable by a fine of not more than $1,000, plus costs of prosecution, and, in default of payment of such fine and costs, to imprisonment in the county jail for a period not exceeding 30 days. The continuation of such violation for each successive day shall constitute a separate offense, and the person or persons allowing or permitting the continuation of a violation may be punished as provided above for each separate offense.
