§ 31-1 Findings. [1]

The Township Council of the Township of Manchester agrees with the legislative statement contained in N.J.S.A. 40A:9-22.2 that:

A. Public office and employment are a public trust.

B. The vitality and stability of representative democracy depend upon the public's confidence in the integrity of its elected and appointed officials.

§ 31-2 Filing required. [1]

The Township Council of the Township of Manchester hereby decrees and directs that the following shall file with the Township Clerk financial disclosure statements in the form and manner prescribed by N.J.S.A. 40A:9-22.1 et seq.:

A. Mayor and Council.

B. Members of the Township Planning Board.

C. Members of the Township Board of Adjustment.

D. Members of the Senior Advisory Council.

E. Members of the Environmental Commission.

F. All department heads.

G. All confidential employees and managerial executives.

H. The Township Attorney, Water and Sewer Attorney, Planning Board Attorney, Municipal Bond Counsel, Board of Adjustment Attorney, Municipal Prosecutor and Municipal Public Defender.

I. The Municipal Engineer.

J. The Municipal Auditor.

§ 31-3 Compliance required.

No person shall hold or be in office in any of the above positions unless the requirements of this chapter shall be completed.
