Hydrants should be classified in accordance with their rated capacities [at 20 psi (1.4 bar)] residual pressure or other designated value as follows:
A. 
Class AA: Rated capacity of 1,500 gpm or greater (5,680 liters/minute).
B. 
Class A: Rated capacity of 100 to 1,499 gpm (3,785 to 5,675 L/min).
C. 
Class B: Rated capacity of 500 to 999 gpm (1,900 to 3,780 L/min).
D. 
Class C: Rated capacity of less than 300 gpm (1,900 L/min).

Private hydrants shall be painted in the same fashion as public ones, with blue barrels and reflective white tops. Private hydrants within private enclosures may be marked at the owner's discretion.

In addition to the foregoing, the owner or other person or entity charged with the maintenance of any hydrant shall install a blue reflective marker, which shall meet specifications to be established by the Director of Public Works across from any hydrant so owned or maintained and on the center line of the street adjoining such hydrant so as to indicate the location of such hydrant.
The owner of or other person or entity charged with the maintenance of any hydrant installed prior to the effective date of this chapter shall mark or otherwise identify the location of any such hydrant in accordance with the standards aforesaid within one calendar year of the effective date of this chapter.
Any person or entity who shall install or maintain a hydrant in violation of the standards provided for in this chapter shall be subject to a fine, upon conviction, of $2,000, a term of imprisonment which shall not exceed 90 days and/or a period of community service for not more than 90 days, for each separate violation of this chapter.
