A. Until otherwise provided by local law, the administrative
service of the city, under the supervision of the Mayor, shall include
a Department of Financial Administration headed by the Comptroller;
an Office of the Corporation Counsel headed by the Corporation Counsel;
a Department of Assessment headed by the City Assessor; a Building
Department headed by the Building Safety Officer; Department of Public
Works headed by the Superintendent of Public Works; a Water Department
headed by the Superintendent of the Water Department; a Police Department
headed by the Chief of Police; a Fire Department headed by the Fire
Chief; a Parks and Recreation Department headed by the Director of
Recreation/Parks Administrator; a Department of Planning headed by
the City Planner; a Department of Engineering headed by the City Engineer;
a Purchasing Department headed by a Purchasing Assistant; a Special
City Judge, City Historian, Deputy Assessor, Deputy Building Inspector,
Plumbing Inspector, Registrar of Vital Statistics, Deputy Registrar
of Vital Statistics, Deputy City Clerk, Deputy Comptroller, Community
Development Director, Assistant Corporation Counsel, Urban Parks Coordinator,
Bingo Inspector, Dog Control Officer and all departments, divisions,
officers and officials existing at the time of passage of this Charter.

B. The head of each such department shall devote full-time
to his or her employment with the city and shall accept no other employment
which would conflict with such duties.
C. The Common Council may reorganize departments at any
time by local law, after receiving and considering the recommendations
of the Mayor and appropriate department heads. Any such local law
may change the number, names, functions, powers and duties of any
and all offices in departments, except such as may not be changed
by city action under state law, and may reallocate the functions,
powers and duties of such offices and departments.
