All other Directors and Superintendents of departments
or divisions of the city shall perform their duties as prescribed
by the Mayor in consonance with their appointed positions.
The Fire, Public Works and Parks and Recreation
Commissions are hereby abolished.

A Commission will be established for the Police
Department which will have the authority to set departmental practices
in recruiting, hiring, promoting and disciplining, all in accordance
with statutory authority, and to make recommendations to the Mayor
and the Chief of Police regarding practices, procedures, policy and
planning. The Commission shall consist of five members who will serve
four year terms which shall expire on May 31. The Mayor shall be Chairperson
of the Board and will appoint the other four members. The Chief of
Police is directly responsible to the Mayor and the Board of Commissions.
Any commission, board or agency, other than ones referred to in §
C15-2 and
C15-3 herein above, which exists upon the effective date of this Charter shall remain in effect unless and until changed or modified by subsequent ordinance, local law or other rule or regulations approved by the Common Council. Successors to these other commissions, boards or agencies shall be appointed by the Mayor as their terms severally expire or as vacancies occur. These other commissions, board or agencies shall continue to function pursuant to legislation previously enacted which created them so long as not inconsistent with the provisions of this Charter.
