There is hereby created a classification and compensation system in accordance with Chapter IX, §§ C9-3 and C9-4 of the City Charter.

The officers, employees or positions in the municipal service of the City of Meriden set forth in Chapter IX, § C9-3 of the City Charter shall not be included in the classified service or the compensation plan created under the provisions of this chapter.
The Director of Personnel shall be responsible for the administration of the classification and compensation system.

The Director of Personnel shall prepare for adoption by the City Council a classification plan which shall consist of:
A. 
A grouping into classes of positions which are of approximately equal difficulty and responsibility, which require the same general qualifications and which can be equitably compensated within the same range of pay under comparable working conditions.
B. 
A class title, descriptive of the work of the class, which shall identify each class.
C. 
Written class descriptions for each class of positions, containing a description of the nature of the work and responsibility of the position in the class; examples of work which are illustrative of duties of positions allocated to the class; requirements of work in terms of knowledge, abilities and skills necessary for its performance; a statement of experience and training desirable for recruitment into the class; and, in certain cases, necessary special qualifications such as a license or certification.
D. 
An allocation list showing the class title of each position in the municipal service, as identified by the name of the employee presently holding that position. Allocation lists are not made permanent due to their constantly changing nature.

The Director of Personnel shall prepare for adoption by the City Council a compensation plan which shall consist of:
A. 
Schedule I: the schedule of salary ranges which consists of minimum and maximum rates of pay and intermediate steps for all classes of positions included in the classification plan as adopted for the fiscal year by the City Council and for succeeding fiscal years, unless amended.
B. 
Schedule II: the assignment of classes to salary ranges within the City of Meriden, as adopted by the City Council.

The Director of Personnel shall prepare for adoption by the City Council a manual of regulations to be titled "Policies and Procedures for Personnel of the City of Meriden," which regulations shall govern the administration of the classification and compensation system of the City of Meriden and which regulations shall also apply to the unclassified officers and employees of the City, unless otherwise provided by law.

After adoption by the City Council, the classification and compensation plan and the regulations pertaining thereto shall remain in full force and effect until modified by amendments duly adopted by the City Council; provided, however, that no such amendments shall have the effect of eliminating or diminishing any right of an officer or employee accorded under the provisions of a previous enactment.

The original classification and compensation system together with pertinent regulations and any amendments to said system or regulations having been duly adopted and approved shall be certified by the Clerk of the City Council as official records of the proceedings. The Director of Personnel shall compile such certified enactments and shall publish the same in sufficient numbers so that copies shall be available to all department heads and employee groups.
