A. 
There is hereby established the Department of Health and Human Services, which shall be headed by the Director of Health and Human Services.
B. 
The Department of Health and Human Services shall be responsible for the preservation and promotion of the public health and shall perform such functions and shall have such powers and duties as are imposed by law. It shall be charged with the enforcement of all laws, ordinances, rules and regulations in respect to the public health. Services may include environmental health, clinic services, school health services, public health emergency preparedness, Women, Infants and Children (WIC), support services to nonpublic schools, youth services, school readiness, and senior affairs. Other grant-funded programs may be offered.
In addition to the powers and duties set forth in § 3-27 of this article, the Department of Health and Human Services shall have such powers and duties as it may be assigned by statute, the Charter, this chapter, other legislation or the City Manager.
