The fees and charges required under the code of the Borough
of Ho-Ho-Jus entitled "Construction Codes, Uniform" shall be as follows:
A. The fee for a construction permit shall be the sum of the subcode fees listed in Subsection
A(1) through
(10) hereof, and shall be paid before the permit is issued.
(1) New construction and additions are based on the volume of structure:
(a)
Volume of building in cubic feet x $0.07.
(b)
Fees for new construction of large, open-volume, single story
spaces, such as barns, silos, greenhouses, warehouses, distribution
centers, and other agricultural, and storage-use occupancies, the
fee shall be based on volume and use groups as follows:

For uses A1, A2, A3, A4, A5, F1, F2, S1, and S2: $0.021 per
cubic foot.

For the purpose of calculating the volume to determine the fee for these spaces as defined under Subsection
A(1)(b)[1] above, the height shall be limited to 20 feet notwithstanding the fact that the actual height of the space may be greater than 20 feet. However, the minimum fee shall be not less than $40.
(2) Reconstruction, alterations, renovations, repairs are based on the
cost of the work:
(a)
Based on cost of work: $25 per $1,000.
(3) Demolition or removal permit:
(a)
For all principal buildings, the fee is $150.
(b)
For all residential accessory structures, the fee is $50.
(c)
For all nonresidential accessory structures, the fee is $80.
(d)
For all fuel tank removals, the fee is $100.
(e)
For removal of sheds over 100 square feet, the fee is $40.
(f)
For removal of sheds 100 square feet, or less, the fee is $40.
(4) Fence permits:
(a)
Fences for pool barriers: the fee is $50.
(b)
Fences over six feet in height: the fee is $50.
(5) Signs: The fee is $1 per square foot. (Note: Fee to be based on one
side of double-sided signs.)
(6) Certificate of occupancy fees:
(a)
The fee for certificate of occupancy is $75.
(b)
The fee for certificate of occupancy based on change of use
is $200 for nonresidential.
(c)
The fee for the first issuance and the renewal of a temporary
certificate of occupancy shall be $30; provided, however, there shall
be no fee for the first issuance of the temporary certificate of occupancy
if the certificate of occupancy fee is paid at that time.
(7) Pools:
(a)
Aboveground pools are a flat fee of $50.
(b)
In-ground pools are a flat fee of $150.
(8) Asbestos removal permit is $50.
(9) Minimum fee for building permit is $50.
(10) Miscellaneous permit fees:
(a)
Commercial roof, the fee is $150.
(b)
Residential roof or siding, the fee is $75.
(c)
Detached (residential) building: roof or siding, the fee is
$50.
(d)
Fireplaces and stoves, the fee is $50.
(e)
HVAC duct work, the fee is $50.
(f)
Fuel storage tank installation, the fee is $100.
(h)
Minimum fee for building subcode permit: $75.
(i)
Change in contractor: the fee is $25.

The plumbing subcode fees shall be:
A. For new construction, additions, renovations and alterations:
(1) Each fixture and device: $25.
(3) Dishwasher, residential: $25.
(4) Dishwasher, commercial: $25.
(12) Steam or hot water boiler: $75.
(13) Interceptor/separator: $75.
(14) Back flow preventor: $25.
(16) Air-conditioning units and refrigeration: $75.
(18) Water service connection: $75.
(19) Gas service connection: $75.
(20) Water softener and water filters: $75.
B. Notwithstanding anything to the contrary, the minimum fee for any
plumbing subcode permit shall be $75.
D. Change of contractor: $25.

The electrical subcode fees shall be as follows:
A. Fixtures and devices to be counted for these items include outlets,
wall switches, fluorescent fixtures, convenience receptacles or similar
fixtures and motors and devices of one horsepower or one kilowatt
or less:
(2) Fee for increments of five: $10.
(3) Fee for pool with U/lights: $150.
(4) Fee for storage pool/spa: $100.
(5) Fee for aboveground pool: $100.
B. For the purposes of calculating the following electrical fees, all
motors except those plug-in appliances shall be counted, including
control equipment, generators, transformers and all heating, cooking
or other devices consuming or generating electrical current:
(1) Motors/electrical devices 1 to 5 horsepower: $25.
(2) Motors/electrical devices 6 to 9 horsepower: $50.
(3) Motors/electrical devices 10 to 15 horsepower: $75.
(4) Motors/electrical devices to 26 horsepower: $100.
(5) Transformer/generator to 10 kilowatts: $75.
(6) Transformer/generator to 45 kilowatts: $125.
(7) Transformer/generator to 112.5 kilowatts: $175.
(8) Transformer/generator above 112.5 kilowatts: $225.
(9) Service/panels/subpanels to 100 amperes: $75.
(10) Service/panels/subpanels to 200 amperes: $125.
(11) Service/panels/subpanels to 300 amperes: $200.
(12) Service/panels/subpanels to 400 amperes: $250.
(13) Service/panels/subpanels to 800 amperes: $300.
(14) Service/panels/subpanels to 1,000 amperes: $450.
(15) Solar batteries to 10 kilowatts: $75.

The Fire Subcode Fees shall be as follows:
C. Residential mechanical equipment: $75.
D. Residential smoke or heat detectors: $7 each, minimum $75.
E. Restaurant extinguishing systems: $100.
F. Automatic fire sprinkler: $5 per head, minimum $50.
G. Industrial/commercial fire alarm system: $75.
H. Flammable/combustible liquid tank installation: $100, except commercial
shall be $100 per $1,000 gallons.
I. Flammable/combustible liquid tank removal/abandonment, includes above
or underground storage tanks: $100.
J. Installation of propane tanks up to 350 pounds: $75.
L. Egress emergency and exit lighting systems: $75.
M. Industrial/commercial mechanical systems: $75.
S. Change of contractor: $25.

The fees for elevator devices shall be as follows:
A. New and altered elevator devices not of group R-2, R-3, R-4 and R-5
shall be as follows:

B. New and altered elevator devices of group R-3, R-4 or R-5, or otherwise
exempt devices in structures of group R-2, shall be as follows: $204.
C. The fee for routine and periodic tests and inspections for elevator
devices in structures not of group R-3, R-4 or R-5, or otherwise exempt
devices in structures of group R-2, shall be as follows:

The fee for the six-month routine inspections:

equipped with the following features shall be as follows:

Oil buffers (charge per oil buffer): $54.
(b)
Counterweight governor and safeties: $108.
(c)
Auxiliary power generator: $68.
E. Surcharge fees as per State Uniform Construction Code.

Mechanical subcode fees shall be:
A. $100 for the installation and replacement of heating and cooling
equipment, or other mechanical equipment in existing buildings of
R-3, R-4 and R-5 use groups.
(1)
Other equipment shall include: refrigeration, air conditioning,
heating systems, or standby power generators.
(2)
The $100 fee shall be for each item.
B. Other fees:
(1)
Fee for a chimney liner: $75.
(2)
Fee for a hot water or water storage tank: $75.
(4)
Fee for ductwork for mechanical equipment: $20.
(5)
Fee for A/C, ductless split systems:
(a)
Up to three interior units: $100.
(b)
Four or more interior units: $175.
C. Notwithstanding anything to the contrary, the minimum fee for any
mechanical subcode permit shall be $75.
E. Change of contractor: $25.
The Construction Official shall, with the advice of the subcode
officials, prepare and submit to the Mayor and Council, biannually,
a report recommending a fee schedule based on the operating expenses
of the agency and any other expenses of the municipality fairly attributable
to the enforcement of the State Uniform Construction Code Act.

A. In order to provide for the training, certification and technical
support programs required by the Uniform Construction Code Act and
the regulations, the enforcing agency shall collect, in addition to the
fees specified above, a surcharge fee of $0.00334 per cubic foot of
volume for new structures and additions and $1.70 per $1,000 of construction
costs for alterations and renovations. Said surcharge fee shall be
remitted to the Division of Codes and Standards, Department of Community
Affairs, on a quarterly basis for the fiscal quarters ending September
30, December 31, March 31 and June 30 and not later than one month
next succeeding the end of the quarter for which it is due. In the
fiscal year in which the regulations first become effective, said
fee shall be collected and remitted for the third and fourth quarters
only.
B. The enforcing agency shall report annually to the Division of Codes
and Standards, at the end of each fiscal year and not later than July
31, the total amount of the surcharge fee collected in the fiscal
year. In the fiscal year in which the regulations first become effective,
said report shall be for the third and fourth quarters only.

A. No person shall be charged a construction permit, surcharge fee or
enforcing agency fee for any construction, reconstruction, alteration
or improvement designed and undertaken solely to promote accessibility
by disabled persons to an existing public or private structure or
any of the facilities contained therein.
B. A disabled person or a parent or sibling of a disabled person shall
not be required to pay any municipal fee or charge in order to secure
a construction permit for any construction, reconstruction, alteration
or improvement which promotes accessibility to his own living unit.
