To the extent that any provision of the Village Law conflicts
with any provision of this chapter, it is the intention of this chapter
to amend or supersede said provision of the Village Law. In particular,
to the extent that this chapter is in conflict with the provisions
of Village Law § 7-728, this chapter is intended to supersede
and repeal said provisions of Village Law § 7-728.
