Subject to the approval of the Building Official, mirrors of
sufficient size and quality shall be placed in the rear of all elevators
so as to make the interior thereof visible prior to entering the elevator.
It shall be the duty of the owner or agent of any building in which
an elevator is located to furnish the Department with a certificate
of inspection from an elevator manufacturer, insurance company, recognized
elevator maintenance company or recognized testing agency. The required
inspection and testing shall be made at intervals as follows:
The certificate shall indicate that the above equipment is in proper working order and complies with the regulations of the New York State Building Construction Code as adopted by the Town of North Hempstead as Chapter 7 of the Code of the Town of North Hempstead.
In addition to any other penalties provided for herein, if the owner
or agent fails to supply a certificate of inspection, the Building
Official may have said elevator inspected. The fee for said inspection
shall be at a level fixed by resolution of the Town Board. The owner
or agent of the building shall be liable for such fee, and such fee
shall become a lien on the property.
In the event that an elevator is not inspected as required herein,
or in the event that it is inspected and the Department determines
that the elevator is not in good working order, then the Commissioner
of the Building Department shall have the power to issue a written
order, which order shall be posted on the interior and exterior of
said elevator, requiring the cessation of the use of such elevator
until such time as the elevator is inspected or until such time as
the elevator is in good working condition, as the case may be.
