It is the desire of the Borough Council of the Borough of Port Allegany, McKean County, Pennsylvania, and the Borough Council hereby signifies its intention, to organize an Authority under the Municipality Authorities Act of May 2, 1945, P.L. 382, as amended.[1]

The name of the proposed Authority shall be the Municipal Authority of the Borough of Port Allegany, McKean County, Pennsylvania.[1]

Pursuant to said desire and intention of the Borough Council and in conformance with the terms and provisions of said Municipality Authorities Act of 1945 and its amendments,[1] the proposed Articles of Incorporation are hereby set forth in full, as follows:
ARTICLES OF INCORPORATION
TO THE SECRETARY OF THE COMMONWEALTH OF
PENNSYLVANIA — HARRISBURG, PENNSYLVANIA:
In compliance with the requirements of the Municipal Authorities Act of May 2, 1945, P.L. 382, as amended, and pursuant to an ordinance adopted by the municipal authorities of the Borough of Port Allegany. McKean County, Pennsylvania, signifying their desire and intention to form a Municipal Authority and that a certificate of incorporation be issued to said Authority, the Borough of Port Allegany does hereby certify:
1.
The name of the Authority shall be the Municipal Authority of the Borough of Port Allegany, McKean County, Pennsylvania.
2.
The Authority is formed under the Act of May 2, 1945, P.L. 382, as amended.
3.
The Port Allegany Area Joint School District Authority has been organized under the Act of May 2, 1945, P.L. 382, as amended, and is in existence in the Borough of Port Allegany, having been organized by the School Districts of the Borough of Port Allegany and the Township of Liberty, both situate in McKean County, Pennsylvania, and the School District of the Township of Pleasant Valley, Potter County, Pennsylvania. No other Authority has been organized under the provisions of this Act, or the Act approved June 28, 1935, P.L. 463,[2] and is in existence within said borough.
4.
The name of the incorporating municipality is the Borough of Port Allegany, McKean County, Pennsylvania.
5.
The names and addresses of the Burgess, President of Council and of all its members are as follows:[3]

The names, addresses and terms of office of the first members of the Board of said Authority are as follows:[4]

The Borough Council President is hereby authorized and directed to execute and file Articles of Incorporation with the Secretary of the commonwealth creating an Authority jointly with Annin Township and the Port Allegany Area School District, said Articles to be as set forth in § 17-5 hereof.
The Articles of Incorporation of the aforesaid Authority shall be as follows:
A. 
The name of the corporation shall be "Port Allegany Area Recreational Authority."
B. 
This Authority is formed pursuant to the Municipality Authorities Act of 1945, P.L. 382, May 2, 1945, Section 1 (53 P.S. § 301), as amended.
C. 
The Borough Council of the Borough of Port Allegany has heretofore organized and filed Articles of Incorporation for a general Authority which is presently in existence in said borough. The Township of Annin and the Port Allegany Area School District have never created any other Authority.
D. 
The municipalities creating this Authority and the names and addresses of its municipal authorities are as follows:[1]

The purpose of the Authority shall be to foster and promote recreation in the area of the participating municipalities and to perform any acts which are lawful in pursuance of such purpose.
