A department of the borough is hereby established to be known and designated as the Water Department. The Water Department shall be an administrative arm of the Council and have control over the affairs of the Water Department, subject to the approval of the full membership of the Council as herein set forth.

The Water Department shall consist of a Superintendent and a Committee of two members of the Council.
A. 
The Superintendent of the Water Department shall be elected by the Council at its organization meeting the first Monday of January of each even-numbered year, except the first incumbent, who shall be elected at any regular meeting of the Council. He shall hold office for a term of two years and shall serve at the pleasure of the Council and may be removed at any time. His salary shall be set by the Council at the time of his appointment and shall be paid monthly or as otherwise agreed by the Council and the Superintendent.
B. 
The Water Committee shall be named by the President, by and with the consent of the majority of the members of the Council, at the January meeting of the Council in even-numbered years. Committee members shall serve without pay but shall receive their necessary and proper expenses in carrying out of their duties.

The Water Department shall meet at least one day each month for the purpose of reviewing the affairs of the Department for the current month and for preparing a report to the Council, including the expenses of operation, which shall be a concise and accurate record of the affairs of the Department presented in written form.

In addition to the above report, the Superintendent and the Committee shall be available at meetings of the Council to give further details and explanation of Department affairs as they may be required from time to time by the Council. Department bills shall be presented for payment at the regular monthly meetings of the Council and, if the same have the approval of the Superintendent and the Committee, be acted upon promptly after presentation to the Council.
