[HISTORY: Adopted by the Village Board of the Village of Soldiers Grove 5-7-1960 as Secs. 2.01 to 2.06 and 2.11 of the 1960 Code. Amendments noted where applicable.]
A. 
Trustees. There shall be six Trustees of the Village of Soldiers Grove. Three Trustees shall be elected at each annual spring election for terms of two years, commencing on the third Tuesday of April in the year of their election.
B. 
Other elected officials. The following officers of the Village of Soldiers Grove shall be chosen at the regular spring election in odd-numbered years for terms of two years commencing on the third Tuesday of April in the year of their election: Village President.

A. 
Clerk-Treasurer.
(1) 
Appointment. The Clerk-Treasurer shall be appointed by a majority vote of the Village Board solely on the basis of merit, training, experience, administrative ability, efficiency and general qualifications and fitness for performing the duties of the position.
(2) 
Term. The Clerk-Treasurer shall hold office for an indefinite term subject to removal for cause after a public hearing by a 3/4 vote of the Village Board.
(3) 
Duties and powers. The Clerk-Treasurer shall have the duties and powers as provided in Wisconsin statutes §§ 61.25 and 61.26.
B. 
Weed Commissioner. The Village Weed Commissioner shall be appointed in May of each year for a term of one year by the Village President.

A. 
Offices of marshal and constable abolished. Pursuant to §§ 61.195, 61.197 and 66.0101 of the Wisconsin statutes, the Village of Soldiers Grove elects not to be governed by those portions of §§ 61.19 and 61.23 relating to the selection and tenure of constable and marshal and hereby abolishes the offices of Village constable and Village marshal.[1]

B. 
Office of Chief of Police. There is hereby created the office of Chief of Police, which shall be filled by appointment by a majority vote of the members of the Village Board for an indefinite term, subject to removal by a 3/4 vote of the members of the Board for incompetence, misconduct, inefficiency, cowardice or failure to perform duties. The Chief shall exercise the powers and duties of Village marshals and Village constables and any other powers and duties as provided from time to time by the Village Board.
A. 
Appointment. The office of Fire Chief shall be filled by appointment by a majority vote of the members of the Village Board. The Chief shall hold office until removed for cause after a hearing by action of 3/4 of the members of the Board, unless his services are sooner terminated by resignation, death or change of residence to outside the Village limits. Upon occurrence of a vacancy in the office of Fire Chief, the ranking officer of the Department shall perform the duties of the Chief until such vacancy is filled. The Fire Chief shall by virtue of his office hold the office of Fire Inspector.
B. 
Qualifications. The Fire Chief shall be a member of the Fire Department in good standing whose entire time, both day and night, is ordinarily spent within the Village limits and who has had training and experience in fire department operations.
A. 
Appointment. The Director of Public Works shall be appointed by a majority vote of the Village Board solely on the basis of merit, training, experience, administrative ability, efficiency and general qualifications and fitness for performing the duties of the position.
B. 
Term. The Director of Public Works shall hold office for an indefinite term subject to removal for cause after a public hearing by a 3/4 vote of the Village Board.
C. 
Duties and powers. The Director of Public Works shall have the following duties and powers:
(1) 
He shall have general charge and supervision of all public works in the Village.
(2) 
He shall be responsible for the maintenance, repair and construction of streets, alleys, curbs and gutters, sidewalks, bridges, street signs, storm sewers, culverts and drainage facilities, sanitary sewers, Village buildings and structures and all machinery, equipment and property used in any activity under his control.
(3) 
He shall have charge of all public services, including garbage and refuse collection and disposal, snow and ice removal, street cleaning and flushing, mosquito and rodent control.
(4) 
He shall perform such other activities and duties as are imposed upon him from time to time by the Village Board.[1]

There is hereby created the office of Coordinator of Emergency Management for the Village of Soldiers Grove, this office being filled by the Chief of Police.

A. 
Effect. The provisions of this section shall apply to all officers of the Village, regardless of the time of creation of the office or selection of the officer, unless otherwise specifically provided by ordinance or resolution of the Village Board.
B. 
Every officer of the Village shall, before entering upon his/her duties and within five days after notice of his/her election or appointment, take the oath of office described by law and file said oath in the office of Clerk-Treasurer. The Village President will administer the oath of office to the Clerk-Treasurer and file said oath in the office of the Clerk-Treasurer.[1]

C. 
Bond. Every officer shall, if required by law or the Village Board, upon entering upon the duties of his office, give a bond in such amount as may be determined by the Village Board with such sureties as are approved by the Village President, conditioned upon the faithful performance of the duties of his office. Official bonds shall be filed as are oaths as provided in Subsection B of this section.
D. 
Salaries. All officers of the Village shall receive such salaries as may be provided from time to time by the Village Board by ordinance. No officer receiving a salary from the Village shall be entitled to retain any portion of any fees collected by him for the performance of his duties as such officer in the absence of a specific law or ordinance to that effect. Payment of regular wages and salaries established by the Village Board shall be by payroll, as provided in Chapter 20, Finance, § 20-3C.[2]

E. 
Vacancies. Vacancies in elective offices shall be filled by appointment by a majority vote of the Village Board for the remainder of the unexpired term. Vacancies in appointive offices shall be filled in the same manner as the original appointment for the remainder of the unexpired term unless the term for such office is indefinite.[3]

F. 
Outside employment. No full-time officer of the Village shall engage in any other remunerative employment within or without the Village, provided that the Village Board may approve such outside employment or activity if it finds that it does not interfere or conflict with such officer's ability to perform his duties in an efficient and unbiased manner. Violation of this provision shall be grounds for removal from office of any such officer.

A. 
All Village officers and employees, except officers elected by popular vote, shall be required to retire from Village employment upon reaching their 65th birthday.
B. 
Any Village employee required to retire under Subsection A may be continued in employment for additional periods not to exceed 12 months each upon approval by the Village Board.

The number of election officials for any election shall be three inspectors, with two alternates.
