All animals, whether any permit for same as herein provided
be required, and any stables, yards, compounds or enclosures in which
same are kept, shall be maintained in a clean and sanitary condition
so as not to be or become a menace to the public health and to the
public safety.
No person shall build, construct, reconstruct or maintain any
receptacle for manure without first having obtained written permit
from the Board. The location and maximum size of each receptacle to
be subject to the approval of the Board.
