The purpose of this chapter is to require the clear display
of authorized and assigned house or building numbers on every building
fronting on any street or road in the Borough of Clayton in order
to assist the general public and emergency services, public and private,
in identifying any property in case of emergency or otherwise.
All residential, commercial, industrial or other structures
erected or to be erected within the Borough of Clayton shall display
identification numbers as are provided herein and in accordance with
specifications provided herein.
The owner of each and every structure which now front or which
may hereafter front upon any public or private street or road within
the Borough of Clayton shall, at his own expense, within three months
after adoption and publication of this chapter, cause the authorized
and assigned number of such structure to be permanently and conspicuously
placed in accordance with the specifications set forth herein.
House numbers shall be determined by the Tax Assessor of the
Borough of Clayton or such other individual as may be designated and/or
approved by the Tax Assessor. Every owner of a building constructed
or to be constructed in the Borough of Clayton shall apply to the
Tax Assessor for a number, if no number has been previously assigned,
in accordance with this chapter.
Garden apartments and townhouse complexes shall provide such
building and apartment numbers as provided for in the State Uniform
Construction Code.
Any structure erected, repaired, altered or modified after the
effective date of this chapter shall have the certificate of occupancy
withheld until permanent and proper numbers have been affixed.
Any person, partnership or corporation violating any provision
of this chapter shall be notified of the violation and be given three
months to correct, followed by a second warning of an additional three
months to correct, followed by punishment of a fine not to exceed
$200.
