Any person, owner, consumer or other person, firm or corporation who or which shall violate any of the provisions of this chapter or fail to comply therewith or shall fail to comply with or violate any order or rule made under this chapter and any property owner, consumer, corporation or other person, firm or corporation who or which may be employed to assist in the commission of any such violation or violations shall, upon conviction thereof, be subject to the penalty provided in Chapter 1, General Provisions, Article I, Enforcement; General Penalty, § 1-2, Maximum penalty, and each day during which such violation or violations continue or are allowed to exist shall constitute a separate and distinct offense.

If any section, paragraph, subsection, clause or provision of this chapter shall be declared by a court of competent jurisdiction to be invalid, such decision shall not affect the validity of this chapter as a whole or any part thereof, and all other portions shall remain in full force and effect.
All ordinances and parts of ordinances of the Borough of Clayton heretofore adopted that are inconsistent with any of the terms and provisions of this chapter are hereby repealed to the extent of such inconsistency.
This chapter shall become effective immediately upon final passage and publication as provided by law.
