Pursuant to the provisions of Sections 3009 et seq., of the First Class Township Code, there is hereby created two boards in and for the Township which shall be known as the "Crescent Township Parks" and one of which shall be known as the "Crescent Township Recreation Board."
Each of the said Boards shall consist of no more than seven persons or fewer than five persons, all of whom shall be residents of the Township. The members of the said Boards shall serve for terms of five years each or until their successors are appointed, provided that the members first appointed by the Board shall be appointed for initial terms as follows: one member for one year, one or two member(s) for two years, one member for three years, one or two member(s) for four years, and one member for five years. The present Crescent Township Park and Recreation Board and its members shall continue as the initial Crescent Township Recreation Board and its members. Vacancies shall be filled in the same manner as original appointments and for the unexpired term.
The members of the said Boards shall serve without pay. Each of the said Boards shall elect a chairman, a secretary and such other officers and committee chairmen as it may deem necessary. Said officers and committee chairmen shall serve as such for a period of one year. Each of the said Boards shall adopt rules and regulations for the conduct of all business within its jurisdiction.
Each of the said Boards shall hold regular meetings at such times and places as it may designate, and shall furnish full and complete reports to the Board of its activities from time to time, or as may be designated by the Board.
A. 
The Parks Board shall equip, maintain, operate and regulate the public parks, recreational areas and recreational facilities of the Township, including fund-raising activities therefor. The Parks Board shall recommend to the Board land which may be acquired for the purpose of providing public parks and recreational areas, shall recommend such construction, equipment, new facilities and any other matters which the Parks Board deems desirable.
B. 
The Recreation Board shall be responsible for planning and regulating the Township's recreational activities and events, including those conducted in the public parks, recreational areas and recreational facilities of the Township.
C. 
The Parks Board shall have no authority to enter into any contract or incur any obligation binding upon the Township, unless the Park and Recreation Board is specifically so authorized by the Board and funds have been appropriated for same in the budget for the current fiscal year.
Funds that may be hereafter appropriated by the Board and budgeted to the Parks and Recreation Boards shall be disbursed by the authorized disbursing officers of the Township. Funds received by the Parks and Recreation Boards from sources other than budget appropriations shall be turned over to and deposited by the Township to the credit and for the use of the said Parks and Recreation Boards and disbursed as the budget funds are disbursed, except that funds received by gifts, bequests, or otherwise shall be disbursed in accordance with the terms of such gift or bequest, or the terms of acceptance thereof.

The Parks Board shall also perform the duties of and shall have all the powers conferred upon a Shade Tree Commission, as prescribed and provided by the First Class Township Code.
