The Town Board determined that a maximum speed limit needs to be established in order to protect Greenville citizens and visitors who use and visit Town parks. It has been observed that, from time to time, motorists using roads within Town parks have travelled the roads within the parks at speeds that endanger the safety of adults and children using park facilities.
The Town Board herein and hereby determines that the maximum speed limit on roads within all Town parks shall be 5 m.p.h.
Every person convicted of a violation of this article shall be subject to the following penalties:
A. 
First conviction: Fine of $30 to $100.
B. 
Second conviction within 18 months: $60 to $200 and/or 15 days' jail.
C. 
Third or subsequent conviction within 18 months: $120 to $400 and/or 30 days' jail.
The Town Highway Superintendent shall be authorized to place speed limit signs in conformity with this chapter at the entrance to and exit of Town parks and at such appropriate locations within the park area and along the roads within said parks as he deems appropriate.

As used in this article, the following terms shall have the meaning indicated:
BOARD
The Town of Greenville Town Board.
FACILITY
Any building, picnic area, fishing area, or park area owned or leased by the Town of Greenville, with the exception of buildings housing municipal offices.
ORGANIZATION
Any firm, partnership, corporation, association or legal representative, acting jointly or individually, excluding the authorized agents, officers or employees of the Town of Greenville.
PERSON
Any individual, family, or nonorganized group, association or legal representative, acting individually or jointly, excluding the authorized agents, officers or employees of the Town of Greenville.
SMOKING
Inhaling of, exhaling of, burning of, or carrying of any substance, including, but not limited to, lighted cigars, cigarettes, pipes, marijuana, or other plant in any manner or any form, as well as any substances used in the act of vaping.

SUPERVISOR
Supervisor of the Town of Greenville.
TOWN LANDS
Any applicable parcel of land, including the structures and buildings located thereon.
The use of all recreational and park facilities shall be subject to the rules of the Town of Greenville, as approved by the Board.
The following are permitted activities:
A. 
Picnicking at areas designated for such use.
B. 
Any other activity that may be authorized by the Board pursuant to the rules and regulations for use of certain public buildings and premises owned or leased by the Town of Greenville as contained in this article.
A. 
All posted rules and regulations shall be adhered to.
B. 
Drugs, alcohol and the consumption thereof are expressly prohibited from all Town properties. Smoking is also expressly prohibited from all Town property.

C. 
Any activity that is not specifically permitted on applicable Town of Greenville owned or leased property shall be prohibited. Prohibited activities shall include but are not limited to:
(1) 
Swimming, wading or bathing.
(2) 
Ice skating.
(3) 
Obstructing vehicular or pedestrian traffic.
(4) 
Congregating with other persons and refusing to comply with a lawful order of law enforcement officers to disperse.
(5) 
Creating, or causing to be created, a hazardous or physically offensive condition by any act which serves no legitimate purpose.
(6) 
Discharging or possessing firearms or fireworks.
(7) 
Hunting or trapping.
(8) 
Picnicking or camping in areas not designated for such activity.
(9) 
Camping of any kind without specific permit.
(10) 
Littering or dumping.
(11) 
Defacing of Town property.
(12) 
Vandalism.
(13) 
Engaging in violent behavior, fighting or threatening behavior.
(14) 
Making unreasonable noise.
(15) 
Selling, peddling, or hawking of food, beverages or wares without specific permit.
(16) 
Campfires or any fires not authorized by the Board.
(17) 
Using profanity, objectionable language, disorderly conduct or illegal or illegitimate activities are expressly prohibited.
(18) 
Horse riding.
(19) 
Motorized transportation of any kind (ATV, motorcycle, snowmobile, minibike), except for cars or trucks used on existing roadways.
(20) 
Logging except authorized by the Board.
(21) 
Skateboarding.
Parking of motor vehicles shall be permitted on Town lands only in designated areas during open hours. Parking from 9:00 p.m. to sunrise will be granted by specific application only.
A. 
Damage to facilities (including playing fields and equipment) shall be promptly repaired at the user's expense.
B. 
Doors shall be closed and locked before leaving the premises.
C. 
Lighting shall be turned off before leaving the premises.
D. 
Restrooms shall be cleaned before leaving the premises.
E. 
All trash shall be removed from the site.
All rules or regulations promulgated by the Board for activities conducted on Town lands shall be considered a condition of allowing such activity on Town lands and, if such a regulation is not properly complied with, it shall be a violation of this article.
This article shall apply to all Town lands, including any bodies of water located thereon.
A. 
Any person or organization violating the provisions of this article shall, upon conviction thereof, be guilty of a violation and shall be subject to the payment of a fine not exceeding $500 or imprisonment for a period not to exceed 15 days, or both. Each violation shall be considered a separate and additional violation, notwithstanding the penalty hereinbefore provided.
B. 
All law enforcement officers of Town, county or state may enforce these regulations; this shall include Town constables, county sheriff deputies and state police officers.
