A. 
The County Council shall have the authority to declare a snow emergency.
B. 
It shall be unlawful for any person to park a vehicle on a County road or street during the time a snow emergency is in effect.
C. 
The Dorchester County Sheriff's Office shall have the authority to take possession of, issue citations for, remove tow away and impound any vehicle found parked, stalled, incapable of proceeding under its own power or left unattended upon any County road or street while a snow emergency is in effect.
D. 
Before the owner thereof may obtain possession of such vehicle, he shall first pay the cost of removing such vehicle and any storage charges.
E. 
It shall be unlawful for any person to operate a vehicle on any County road or street while a snow emergency is in effect without chains or adequate snow tires on two-wheel drive vehicles, should such vehicle become stalled or incapable of proceeding under its own power.
F. 
Any person convicted of violating the provisions of this article of this chapter shall be guilty of a misdemeanor and, upon conviction thereof, shall be subject to a fine of not more than $500.
