The purpose of the regulations set forth herein is to limit
the solid waste collection to specific operating hours in order to
preserve the peace and quiet in neighborhoods during the hours when
most residents are asleep pursuant to the authority granted by N.J.S.A.
40:66-1.6.
Pursuant to N.J.S.A. 40:66-1.6, it should be unlawful for any
private carter to begin trash, garbage, or recycling pickup before
6:00 a.m. or to continue the same after 6:00 p.m.
