A. 
Through research, evaluation and observation, the Committee shall advise the governing body on measures to improve the quality of the Borough's environment; as well as suggest how the Borough can diminish the negative impact, and enhance the positive impact, of its infrastructure and operations on the local environment. In addition, the Committee shall research and analyze green initiatives which make practical environmental and financial sense.
B. 
The Committee shall make recommendations to the governing body concerning matters referred to the Committee by the governing body, including but not limited to proposed ordinances, grant applications, and new environmentally friendly technologies.
C. 
The Committee shall advise the governing body concerning available grant applications of which it becomes aware, of which the Borough is eligible and which may be well suited to the Borough's goals of enhancing the local environment. The Committee shall detail the requirements for applying for such grants such as, but not limited to, the need for any monetary or in-kind matching from the Borough or other entities, and any applicable timelines.
D. 
A quorum of the Committee shall meet at least once monthly; any meetings containing at least a quorum shall subject to the provisions of the Open Public Meetings Act, N.J.S.A. 10:4-6.
E. 
The Committee shall communicate on a regular basis with the governing body concerning its activities.
A. 
The Committee shall consist of eight members, who shall be residents of the Borough, appointed to two-year terms which shall be staggered.

B. 
Members of the Committee shall be appointed by a vote of the Borough Council, which shall take place at the Borough's annual reorganization meeting.
C. 
Upon formation of the Committee, in order to effect the staggering of terms, two members shall serve for an initial term of one year, two members shall serve for an initial term of two years, with the balance of the Committee serving a three-year term. After the initial terms of the members serving one- and two-year terms respectively, all subsequent terms shall be of a three-year duration.
D. 
The duration of the terms of members appointed to the Committee upon passage of this chapter shall be calculated as if said members had been appointed at the Borough's 2010 reorganization meeting.
E. 
Any subsequent vacancies on the Committee due to resignation or any other reason shall be filled by a vote of the Borough Council. The individual appointed to the vacancy shall serve the duration of the unexpired term.
F. 
The Committee shall select a chairperson, vice chair, and secretary who shall keep a record.
G. 
The Committee and individual members shall serve at the pleasure of the Borough Council.
