Convenience fee: $1 minimum; $5 maximum.
[Added 9-8-2016 by Ord.
No. 1712; amended 10-26-2023 by Ord. No. 2023-13]
A. Purpose. The Borough of Seaside Park wishes to establish guidelines
to accept meaningful and practical memorial donations that are sensitive
to all and provide improvement to public spaces. This policy will
allow for a coordinated and consistent program by establishing the
funding requirements and development standards. A list of opportunities
for project specific donations will be maintained and provided to
those who express an interest.
B. Definitions. As used in this chapter, the following terms shall have
the meanings indicated:
MEMORIAL
Items or objects established to preserve the memory of a
deceased person(s) or a particular event. This includes but is not
limited to benches and plaques.
SUBSTANTIAL GIFT
Anything other than a typical memorial tribute listed in
the acceptable gift list provided. May include, but not be limited
to, a sculpture, permanent art work, garden, playground or other recreational
equipment or site renovation.
TRIBUTE
Acknowledge the contribution of living people to Seaside
Park.
C. Memorial plaques; fees. The Borough of Seaside Park shall permit
memorials to remember individuals and families through a bench dedication
program. Memorial plaques shall be placed on benches according to
the following regulations:
(1)
For donation of a new bench, a fee ranging from $1,000 to $3,000
will be charged, depending upon the current cost of the plaque and
the specific bench location and site installation factors. This fee
covers the cost of the bench, the commemorative plaque, delivery and
installation. The Borough of Seaside Park will purchase and install
the bench for a dedication period of 10 years. At the end of the dedication
period, the bench will be available for renewal, with the right of
first refusal given to the original donor at the prevailing dedication
renewal rate. The Borough will send a certified letter to the donor,
and the donor will have 45 days to renew. Failure of the donor to
renew the dedication within the forty-five-day period will result
in removal of the memorial plaque. One plaque per bench is allowed,
and all wording will be consistent with the mission statement of the
Borough's memorial policy. Loss or damage to the plaque will
be the responsibility of the donor. The donor will be contacted as
soon as it comes to the attention of the Borough.
(2)
For adoption of an existing bench, a fee ranging from $300 to
$500 will be charged, depending upon the current cost of the plaque
and the specific bench location and site installation factors. This
fee covers the commemorative plaque, delivery and installation. The
Borough of Seaside Park will purchase and install the plaque for a
dedication period of 10 years. At the end of the dedication period,
the bench will be available for renewal, with the right of first refusal
given to the original donor at the prevailing dedication renewal rate.
The Borough will send a certified letter to the donor and the donor
will have 45 days to renew. Failure of the donor to renew the dedication
within the forty-five-day period will result in removal of the memorial
plaque. Two plaques per bench are allowed, and all wording will be
consistent with the mission statement of the Borough's memorial
policy. Loss or damage to the plaque will be the responsibility of
the donor. The donor will be contacted as soon as it comes to the
attention of the Borough.
(3)
Applications shall be obtained from and, after completion, returned
to the Office of the Borough Administrator. Applications for specific
locations shall be considered on a first-come-first-served basis.
Upon approval of the application by the Borough Administrator and
receipt of the correct fee, the application shall be forwarded to
the Department of Public Works for plaque preparation and installation.
The Department of Public Works shall confirm the date of installation
with the Office of the Borough Administrator. Applications will be
accepted year round, and purchase and installation of benches and/or
plaques will be done quarterly.
(4)
Plaques shall be of a size, style, and material as determined
by the Borough of Seaside Park.
(5)
No individual or organization may make any improvements or place
any name or item in public spaces without the approval of the Borough
of Seaside Park officials and must meet current Borough standards.
(6)
The Borough of Seaside Park shall not be responsible for the
replacement of plaques that have been damaged or destroyed due to
vandalism or natural occurrences such as fire or hurricane. Applicants
shall be responsible for replacement of damaged or destroyed plaques
at their sole expense.
