A. 
The parking of vehicles in the municipal parking lot situate between Hillsdale Avenue and Washington Avenue, east of Broadway; in the municipal parking lot situate between Hillsdale Avenue and Washington Avenue, west of the Erie-Lackawanna Railroad; in the municipal parking lot situate between Hillsdale Avenue and Park Avenue, west of Central Avenue; and in the municipal parking lot situate between Park Avenue and the Borough of Hillsdale Public Works garage west of the railroad tracks are hereby regulated and limited as follows:
(1) 
Between the hours of 6:00 a.m. and 6:00 p.m. on all days except Saturdays, Sundays and holidays, no person shall cause a vehicle to occupy any of the parking spaces in the municipal parking lot situate east of Broadway for a period exceeding three hours, except for such spaces which may be designated by the Chief of Police for longer-term parking.
(2) 
Between the hours of 6:00 a.m. and 6:00 p.m. on all days except Saturdays, Sundays and holidays, no person shall cause a vehicle to occupy any of the parking spaces abutting Hillsdale Avenue, in the parking lot situate west of the railroad station for a period exceeding three hours.
(3) 
Between the hours of 6:00 a.m. and 6:00 p.m. on all days except Saturdays, Sundays and holidays, no person shall cause a vehicle to occupy any of the parking spaces other than those specified in Subsections A(1) and (2) of this section unless said vehicle shall bear a current identification sticker, as described in § 292-34, affixed in accordance with such regulations as the Chief of Police may hereafter promulgate, except that restrictions on parking in the municipal parking lot situate between Park Avenue and the Borough of Hillsdale Public Works garage, west of the railroad tracks are set forth in Subsection A(4).
(4) 
Between the hours of 5:00 a.m. and 10:00 a.m. on all days except Saturdays, Sundays and holidays, no person shall cause a vehicle to occupy any of the parking spaces in the parking lot situate between Park Avenue and the Borough of Hillsdale Public Works garage, west of the railroad tracks, unless said vehicle shall bear a current identification sticker, as described in § 292-34, affixed in accordance with such regulations as the Chief of Police may hereafter promulgate, or has paid the required fee for use of spaces designated for daily parking.
(5) 
No person shall at any time cause a commercial vehicle to be parked in any municipal parking lot.
(6) 
No person shall at any time cause any vehicle to occupy any of the parking spaces in the municipal parking lot situate between Hillsdale Avenue and Park Avenue, west of Central Avenue, other than in connection with the transaction of official business with an agency or office of the Borough.
(7) 
No person shall cause a vehicle to occupy any of the parking spaces designated "Parking for Fire Department Only" located on the west side of the firehouse between Hillsdale Avenue and Washington Avenue unless such vehicle shall bear a valid "Emergency Services Member" sticker.
(8) 
No person shall cause any vehicle to be parked in any of the lots described above between the hours of 2:00 a.m. and 5:00 a.m., except in case of emergency and with the approval of the Police Department.
B. 
Fees in west lot.
(1) 
Establishment of fee. Notwithstanding anything set forth in Subsection A, there is hereby established a parking fee as set forth in Chapter 138 herein[1] for parking between the hours of 6:00 a.m. and 6:00 p.m. on all days, except Saturdays, Sundays and holidays, in the municipal lot commonly referred to as the West Lot. Said West Lot is more particularly described as the Borough-owned property lying between Hillsdale Avenue and Washington Avenue west of the railroad tracks and bordered on the north by Hillsdale Avenue, on the south by Washington Avenue, on the east by Block 1105, Lot 1, and on the west by Block 1105, Lot 4.

(2) 
Administration and implementation.
(a) 
Parking decals shall be obtained by payment of fee and application designating name, address and license plate of the vehicle upon which the decal shall be displayed and proof of ownership thereof.
(b) 
All persons parking in the West Lot except for those spaces excepted and exempted in Subsection B(2)(c) and (3) hereof shall display an annual parking decal in the rear left window of each vehicle.
(c) 
Daily fee parking shall be permitted in spaces so designated in the West Lot. All persons parking in the daily section shall display a current identification sticker and pay the daily fee. Such fee shall be payable in a lock box established on site. Persons with an annual parking decal shall be permitted to park in the daily fee spaces when the West Lot is full for the fee designated for parking in that area on a daily basis.
(d) 
In addition to the payment of fees, between the hours of 6:00 a.m. and 6:00 p.m. on all days, except Saturdays, Sundays and holidays, no person shall cause a vehicle to occupy any of the spaces described herein unless such vehicle shall bear a current identification sticker and have paid the required fees.
(3) 
Exemption. Exempt from these requirements shall be the spaces marked as shoppers' spaces abutting the right-of-way of Hillsdale Avenue from the east to the west of the aforementioned and described lot. No person shall park in these spaces for a period exceeding three hours. Current penalties for violation of this provision shall remain in full force and effect.
(4) 
Penalty. For and in violation of the terms and conditions of this subsection, a penalty of $17 per day is hereby imposed.
A. 
The Police Department is hereby authorized to issue an identification sticker for each vehicle owned by a bona fide resident of the Borough.
B. 
The Police Department is hereby further authorized to issue an identification sticker for each vehicle owned by a nonresident who is regularly engaged in business in the Borough as proprietor, employee, tenant or otherwise, but no such nonresident shall be issued a sticker if the business in which such person is engaged, as proprietor, employee, tenant or otherwise, has facilities for the parking of 50 or more cars.
C. 
The Police Department shall also issue parking stickers for use in the municipal parking lot situate between Park Avenue and the Borough of Hillsdale Public Works garage west of the railroad tracks, at an annual fee as established by the Borough Council. Such stickers may be issued to residents of Hillsdale and nonresidents.
D. 
Application for the identification stickers shall be made on forms prescribed by the Chief of Police, and the stickers shall be in such form and shall be affixed in such manner as the Chief may hereafter prescribe. The stickers shall be issued without charge and shall be valid only for and during the calendar year in which they are issued and not thereafter.
