A Zoning Board is hereby created, to consist of five members,
pursuant to Village Law § 7-712.
Members of the Zoning Board shall be appointed for three-year
terms, with the terms of three of the members first appointed to be
for two years and the terms of two of the members first appointed
to be for three years.

For various reasons, including illnesses, vacations, and conflicts
of interest, it is sometimes not possible to obtain or maintain a
quorum of the Zoning Board of Appeals. Such failure to obtain or maintain
a quorum may delay or impede such Board in meeting its responsibilities.
The purpose of this article is to authorize the appointment and service
of an alternate member of the Zoning Board of Appeals when necessary
to achieve a quorum.
As used in this article, the following terms shall have the
meanings indicated:
