There is established a uniform system for numbering buildings
fronting all streets, avenues and public ways in the City and all
houses and other buildings shall be numbered in accordance with the
provisions of this Chapter.

New Madrid Street extended northerly and southerly shall constitute
the base line for numbering buildings along all streets running easterly
and westerly and Malone Avenue shall constitute the base line for
numbering buildings along all streets running northerly and southerly.

The numbering of all buildings on each street shall begin at
the base line.

All buildings on the east side of a north/south street shall
be assigned an even number and all buildings on the west side an odd
number. All buildings on the north side of an east/west street shall
be assigned an even number and all buildings on the south side an
odd number.

All buildings facing streets not extending through to the base
line shall be assigned the same relative numbers as if the street
had extended to the base line.

The continuation of an existing street shall have the same name
and the name of any new street shall not duplicate the name of an
existing street within the City limits. Similar sounding names are
considered to be duplications regardless of spelling. No duplication
of names is permitted within the projected service area of the Sikeston
Public Safety Department or United States Post Office.

Numerals indicating the official numbers for each principal
building or each front entrance to such building shall be posted in
a manner as to be legible and distinguishable from the street on which
the property is located. In any case, if a house or building is located
fifty (50) feet or more from the front property line, a legible and
distinguishable number shall be displayed near the street or driveway.

Street numbers for dwelling units and places of business on
all public and private streets shall be assigned by the City of Sikeston
Department of Public Works in accordance with its administrative procedures.
The Department of Public Works upon approval by the City Manager may
change the number of an existing building.

Every property owner of improved property shall, following the
adoption of the ordinance codified in this Chapter, display in a conspicuous
place on the property the number assigned in a legible and distinguishable
manner.

It is unlawful for any person to alter, deface or remove any
number placed on any property in accordance with this Chapter except
for repair or replacement of such number.

In the interpretation and application of this Chapter, the provisions
expressed shall be held to be the minimum requirements and shall be
liberally construed in favor of the City and shall be deemed a limitation
or repeal of any other powers granted by State Statutes.

This Chapter shall not create liability on the part of the City
or any official or employee thereof for any damages which may result
from reliance on this Chapter or on any administrative decision lawfully
made thereunder.

In case of conflict between this Chapter or any part thereof
and the whole or part of any other existing or future ordinance or
code, the most restrictive in each case shall apply.
