A. Except
when necessary to avoid conflict with other traffic, or in compliance
with law or the directions of a Police Officer or official traffic
control device, no person shall:
1. Stop,
stand or park a vehicle:
a. On
the roadway side of any vehicle stopped or parked at the edge or curb
of a street;
c. Within
an intersection or within twenty (20) feet of an intersection;
e. Between
a safety zone and the adjacent curb or within thirty (30) feet of
points on the curb immediately opposite the ends of a safety zone,
unless the City Traffic Engineer indicates a different length by signs
or markings;
f. Alongside
or opposite any street excavation or obstruction when stopping, standing,
or parking would obstruct traffic;
g. Upon
any bridge or other elevated structure upon a highway or within a
highway tunnel;
h. At
any place where official signs prohibit stopping; or
i. On
an unimproved surface.
2. Stand
or park a vehicle, whether occupied or not, except momentarily to
pick up or discharge a passenger or passengers:
a. In
front of a public or private driveway;
b. Within
fifteen (15) feet of a fire hydrant;
c. Within
twenty (20) feet of a crosswalk at an intersection;
d. Within
thirty (30) feet upon the approach to any flashing signal, stop sign,
or traffic control signal located at the side of a roadway;
e. Within
twenty (20) feet of the driveway entrance to any fire station and
on the side of a street opposite the entrance to any fire station
within seventy-five (75) feet of said entrance (when properly signposted);
or
f. At
any place where official signs prohibit standing.
3. Park
a vehicle, whether occupied or not, except temporarily for the purpose
of and while actually engaged in loading or unloading merchandise
or passengers:

At any place where official signs prohibit parking.

B. No person
shall move a vehicle not lawfully under his/her control into any such
prohibited area or away from a curb such a distance as is unlawful.
No person shall park any vehicle upon a street, other than an
alley, in such a manner or under such conditions as to leave available
less than ten (10) feet of the width of the roadway for free movement
of vehicular traffic.
No person shall park a vehicle within an alley in such a manner
or under such conditions as to leave available less than ten (10)
feet of the width of the roadway for the free movement of vehicular
traffic, and no person shall stop, stand, or park a vehicle within
an alley in such position as to block the driveway entrance to any
abutting property.
The City Traffic Engineer is authorized to erect signs upon
the left-hand side of any one-way street to prohibit the standing
or parking of vehicles, and when such signs are in place, no person
shall stand or park a vehicle upon such left-hand side in violation
of any such sign.
In the event a highway includes two (2) or more separate roadways
and traffic is restricted to one (1) direction upon any such roadway,
no person shall stand or park a vehicle upon the left-hand side of
such one-way roadway unless signs are erected to permit such standing
or parking. The City Traffic Engineer is authorized to determine when
standing or parking may be permitted upon the left-hand side of any
such one-way roadway and to erect signs giving notice thereof.

The City Traffic Engineer is hereby empowered to establish fire
lanes of such kind and character and at such places as he/she may
deem necessary to operate fire equipment. The City Traffic Engineer
is further authorized to make fire lanes over public and private streets,
private parking lots, and driveways where necessary, and at such places
as he/she may deem advisable.
It shall be unlawful for the operator of any motor vehicle to
stop, stand, or park said motor vehicle for a period of time not longer
than two (2) minutes in any such fire lane which has been clearly
designated and marked as a fire lane.

A. Definitions.
As used in this Section, the following terms shall have these prescribed
meanings:
BUILDING LINE
The main front wall of the structure, excluding porches,
overhangs, soffits, carports, and other protrusions extending beyond
the main front wall. In case of a corner lot it is construed to mean
both walls of the structure facing the streets forming the corner.
COMMERCIAL MOTOR VEHICLE
A motor vehicle designed for or regularly used for carrying
freight or merchandise for hire, or used as a taxicab or commercial
or eleemosynary bus, or a vehicle displaying commercial advertisement
or carrying commercial equipment.
TRUCK
A motor vehicle designed, used, or maintained for the transportation
of cargo of any kind. Pickup trucks with or without camper shells
or with recreational vehicle licenses are a truck in the meaning of
this Section.
B. It shall
be unlawful to park a truck, trailer, van, recreational vehicle, or
commercial motor vehicle on any street except when said vehicle is
on a service call for hire, while said vehicle is being loaded or
unloaded or if said vehicle is for physically disabled van parking
(vehicles which display a distinguishing disabled license plate or
card).
C. It shall
be unlawful to park a truck, trailer, or commercial vehicle of any
size, or van, or recreational vehicle larger than three-quarter ton
in front of the front building line at any time except when said vehicle
is on a service call for service call for hire, while said vehicle
is being loaded or unloaded or if said vehicle is for physically disabled
van parking (vehicles which display a distinguishing disabled license
plate or card).
D. Trucks,
trailer vans and van-type recreational vehicles of three-quarter ton
or less in size and passenger cars may be parked at any time in the
driveway unless said vehicle is a commercial vehicle which displays
commercial markings or advertisements or commercial equipment.
E. No truck,
trailer, or commercial vehicle either fully or partially loaded with
trash or debris or any unsightly cargo, which is visible from the
street, shall be allowed to be parked longer than one (1) hour.
F. Any truck,
trailer van and recreational vehicle more than three-quarter ton and
all commercial vehicles must be parked in a garage or behind the building
line unless said vehicle is for physically disabled van parking (vehicles
which display a distinguishing disabled license plate or card). Camper
shells removed from their respective vehicles must be stored in back
of the building line or in a garage.
G. Special
temporary permits may be issued by the Chief of Police or his/her
designated representative.
H. Vehicles
associated to and essential for a construction project may be parked
contrary to the provisions of this Section for the duration of the
project upon written permission from the Chief of Police or his/her
designated representative.
