In order to make adequate provision for and to stimulate, guide,
direct, arrange, and beautify the City and the future development
and growth of Northwoods, there is hereby created a commission to
be known as the City Plan Commission.

The City Plan Commission shall consist of seven (7) members,
three (3) of whom shall be the Mayor, the City Engineer and a member
of the Board of Aldermen, the last mentioned to be selected by the
Board of Aldermen from among its members. The other four (4) members
shall be citizens qualified by knowledge or experience to act on questions
pertaining to the development of the City Plan. The four (4) citizen
members shall be appointed by the Mayor with the consent and approval
of the majority of the members of the Board of Aldermen, in the first
(1st) instance for terms of one (1) or two (2) years, respectively,
and thereafter all appointments shall be made for terms of four (4)
years. Appointments to fill vacancies shall be for unexpired terms
only. All members shall serve without pay.

The Commission may elect from among its citizen members its
own Chairman, Vice Chairman and Secretary, and from time to time provide
such rules and regulations, not inconsistent with the ordinances of
this City, for its own organization and procedure as it may deem proper;
provided however, that the Mayor, City Engineer and member of the
Board of Aldermen shall not be eligible to hold any of the offices
mentioned in this Section.

The powers and duties of the Commission shall be to prepare
a Comprehensive Plan or plans showing its idea and recommendations
of a zoning system covering the whole or any part of said City, together
with its recommendation as to restrictions and such other questions
or issues therewith connected, and provide such outlines, drawings,
maps, or plans covering the whole or any portion of said City and
of any lands outside of said City that in the opinion of the Commission
bear relation to the health, safety, morals, and general welfare of
the City or its inhabitants; and said plan or plans shall show the
Commission's ideas and recommendations relative to the location, length,
width, and arrangement of the streets, alleys, bridges, viaducts,
parks, playgrounds, boulevards, or other public grounds or improvements,
the platting of public property into lots, plots, streets, alleys,
railroad or street car lines, transportation or other channels for
communication of any kind, the grouping of public buildings, the design
and placing of any memorials, works of art, power or lighting plants,
street name signs, billboards or projecting signs, and all other things
pertaining to the welfare, convenience, economies, and appearance
of said City or any portion thereof.

It shall also be the duty of the Commission to prepare and recommend
such national, State and municipal legislation as may be necessary
in carrying out the recommendations or suggestions of the Commission.

Any citizen member of the Commission may be removed by the Board
of Aldermen for cause stated in writing and after a public hearing
in said removal.

A. There
is hereby created and established a Board of Adjustment consisting
of five (5) members having the qualifications required by Section
89.080, RSMo. The members of the said Board shall be appointed, and
their terms of office, duties, powers, rights, and liabilities shall
in all ways conform to the provisions of said Statute concerning them.
It shall be the duty of the Board of Aldermen of the City of Northwoods
to appoint said Board of Adjustment within thirty (30) days after
the effective date of the original ordinances.
B. The Board
of Adjustment shall adopt, upon its organization and from time to
time thereafter as it may deem best, such rules and regulations as
may be necessary to carrying into effect the provisions of this Chapter.
Every such variation or modification shall immediately be reported
to the Board of Aldermen and shall be embodied in this Chapter by
means of an amendment thereto before the same shall become effective.
Such amendment may be made by the Board of Aldermen only after compliance
with the provisions of Section 89.080, RSMo., relative to zoning ordinances
and the manner in which the same, their regulations, restrictions
and the boundaries of districts established thereunder may be amended,
supplemented, changed modified, and repealed.
