DRY CLEANING DEVICE
Any coin-operated mechanism to be immediately utilized for
any dry cleaning purpose employing any solvent other than water.
OPERATOR
Any person who owns, leases, or by contract agreement, takes
responsibility for such operation.
SELF-SERVICE DRY CLEANING ESTABLISHMENTS
Any attended place, building, structure, room, establishment
or portion thereof available to the general public for the purpose
of dry cleaning wearing apparel, curtains, draperies, rugs, blankets,
or other materials through the use of coin-operated machines or devices,
employing any solvent other than water.

A. It shall
be unlawful for any person to engage in the business of operating
any self-service dry cleaning establishment within the City of Northwoods
without first having obtained a permit to do so for each such establishment
to be conducted by such person. Only persons who comply with the provisions
of this Chapter shall be entitled to receive and retain such a permit.
B. Failure
to comply with this Section shall constitute a misdemeanor and subject
the offender to the penalties as prescribed below; each day or fraction
thereof which such person shall maintain any such establishment without
a permit shall be construed as a separate offense.
C. Any person
desiring to operate a self-service dry cleaning establishment in the
City of Northwoods shall submit plans and specifications for the proposed
installation and file an application on forms supplied by the Health
Commissioner of the City of Northwoods. Prior approval as to conformity
with building, electrical, zoning and fire regulations shall be secured.
A separate application shall be made for each establishment where
such business is to be engaged in by the applicant, wherever located
within the City. Application shall describe the equipment to be installed
and specify the dry cleaning solvent to be used.

Any permit granted pursuant to the provisions of this Chapter
shall be subject to revocation for cause. A valid permit shall be
posted at all times in a conspicuous place within the establishment.

A. Self-service
dry cleaning equipment shall not be installed in buildings occupied
in part as a dwelling.
B. Buildings
shall be of a single story construction with floors impervious to
the solvent.
C. Equipment
shall be so installed (in an enclosure) that only the front portion
of the machine, which is protected by a housing, and including the
access door and coin slots, shall be exposed on the customer side,
and that portion of equipment, including conduits, filters, pumps,
sludge tanks, lint screens, heat exchangers, etc. shall be made inaccessible
to the customer by a partition.
D. No self-service
dry cleaning operation shall be permitted in any store, room, or place
in which the clear height between ceiling and floor is less than eight
(8) feet or in which the temperature and humidity therein might endanger
the health of persons utilizing the facilities therein.
E. Every
dry cleaning device installed or maintained shall be of a type or
design having principal component parts which have been tested and
approved by, and which bear the label of an organization recognized
as an authority on safety, with respect to the type of device or part
concerned.
F. Solvent
shall be stored in closed containers, and transferred in a line free
of leaks. Storage facilities for solvent external from the machines,
and all other storage shall be in conformity with the regulations
of the Normandy Fire District. A clear aisle of at least thirty (30)
inches must be maintained behind the machines at all times.
G. The access
door or doors to the room housing the rear portion and mechanism of
the machines shall be equipped with self-locking devices. Only authorized
personnel are to be admitted to this room.
H. The base
of the room housing the machines shall be constructed so as to prevent
solvent leaks from draining into the customer area.
I. The machines,
customer area and the room enclosing the machines shall be ventilated
with a mechanical ventilation system, which will satisfy the following
requirements:
1. Prevent
a build-up of perceptible solvent vapor in the customer area and in
the room housing the machines. (An air volume of five hundred (500)
cfm per machine withdrawn through perforated openings or grills located
at or near the front base of the machines shall be deemed adequate
ventilation for the customer area.)
2. Remove
all perceptible solvent vapor from articles during the drying and
aeration cycle and prevent the escape of solvent vapor through the
customer access doors when they are opened. The inward air velocity
through opened access doors shall be not less than one hundred (100)
lineal feet per minute.
3. The
ventilation system shall be in continuous operation at all times when
the machines are available for customer use. An interlock shall be
provided which will cause the machines to be inoperative in the event
of a failure in the ventilation system.
4. The
air velocity within the duct work shall be sufficient to prevent solvent
condensation. (A minimum duct air velocity of two thousand (2,000)
fpm shall satisfy this requirement.)
5. The
air discharge from the ventilation system shall extend at least five
(5) feet above the roof elevation, and shall be so located as to prevent
effluent air from gaining access to adjacent buildings, direct fired
heating equipment, air conditioning, and ventilation systems.
6. All
interior duct work shall be airtight and under negative pressure.
7. The
room housing the machines shall be equipped with an auxiliary ventilation
system with a minimum capacity of one thousand (1,000) cfm per machine
for emergency use in the event of a serious solvent spillage. The
discharges from this system shall be so located as to preclude the
entry of vapor laden air into adjacent buildings, direct fired heating
equipment, air conditioning, and ventilation systems.
8. A supply
of makeup air equal to the volume of air exhausted through the ventilating
system shall be supplied to replace the exhausted air. Provisions
shall be made to warm up air during cold weather.
J. The access
doors of the machines shall be equipped with an interlock so that
doors cannot be opened by the customer while the machine is in operation.
The interlock shall be so connected that in the event of a power failure
the machine will fail safe.
K. A visual
signal shall be provided on each machine to indicate a malfunction
to the customer.
L. There
shall be no direct interconnection between waste water discharge lines
and the sanitary sewer.
M. A minimum
of one (1) toilet and one (1) lavatory shall be provided in each establishment.

A. An attendant
familiar with the operation of the equipment and solvent hazards shall
be in attendance at all times when the establishment is available
to customer use.
B. A step-by-step
self-explanatory instruction sheet, including an emergency telephone
number must be conspicuously posted near the machine for customer
use.
C. Machines
shall be checked at regular intervals and maintained in good repair
and free of solvent leaks.
D. Only
non-inflammable and non-toxic solvents specified by the equipment
manufacturer shall be used in any coin-operated device, or permitted
on the premises.
E. Any coin-changing
device shall be of a vault type and located in a position as conspicuous
to the exterior vantage point as practical.
F. No electrical
outlets shall be made available for use of the general public.
G. No coin-operated
music or amusement devices may be situated in any dry cleaning establishment.
H. All areas
of the establishment shall be provided with adequate natural or artificial
lighting.
I. Filters
and all other residues shall be kept in closed metal containers for
temporary storage.
J. Respiratory
protective equipment shall be provided for maintenance personnel and
kept in good repair and available for emergency use.
K. A utility
fire extinguisher as specified by the Normandy Fire District shall
be provided.
L. Boiler
or heating rooms shall be in conformity with the regulations of the
Normandy Fire District.
M. The operator
shall be responsible for maintaining the premises in a clean and sanitary
condition.

It shall be the duty of the Health Commissioner of the City
of Northwoods or his/her duly authorized representative, to inspect
each self-service dry cleaning establishment at least once each six
(6) months for the purpose of ascertaining whether the provisions
of this Chapter are being complied with. Other agencies concerned
with the strict enforcement of this Chapter may make inspection as
deemed necessary.

The management shall not permit or allow any loitering on the
premises by minors or persons of undesirable character; nor shall
they allow loud or boisterous conduct at any time.

Any license issued under the provisions of this Chapter may
be revoked in the event of failure on the part of the licensee to
comply with the provisions of this Chapter and any person, firm or
corporation which violates the provisions of this Chapter shall be
deemed guilty of a misdemeanor and, upon conviction, shall be subject
to a fine of not less than twenty-five dollars ($25.00) nor more than
three hundred dollars ($300.00) for each violation.
