As used in this Article, the following terms shall have these
prescribed meanings:
PARKING LOTS
Any building or parcel of land regularly used in whole or
in part for the storing or parking of more than five (5) motor vehicles,
which parking lot is open to the general public including, but not
limited to apartment projects, drive-in facilities, service stations,
church lots, school lots, commercial-free courtesy lots, and lots
for which a fee is charged.
SHOPPING CENTER
A group of commercial establishments planned, developed,
owned, and managed as a unit with off-street parking provided on property
(in direct relation to the building area), and related in location,
size (gross floor area), type of shops to the trade area that the
unit serves. The term shopping center includes the parking lots related
to the various commercial establishments.

No vehicle shall park in any area of a parking lot other than
that designated by posted signs or graphic markings for such purposes.
Prohibited areas shall include, but are not limited to, streets, adjacent
drives, and areas marked "loading and unloading", "no parking" or
crosswalks.

Every person driving a vehicle into or in a parking lot shall
drive the same in a careful and prudent manner, and shall exercise
ordinary care for the rights and safety of others, and shall drive
at a rate of speed not in excess of fifteen (15) miles per hour, or
at such lesser speeds as may be required so as not to endanger the
property or safety of others, and shall observe all stop signs, traffic
lanes, and traffic control signs in such parking lot, and shall exercise
the highest degree of care in entering and leaving parking spaces,
and shall adhere to all laws applicable to the operation of motor
vehicles on public streets with respect to signaling, lights, backing,
turning, and sounding of horns.

The marking of parking lanes, traffic lanes, and fire lanes,
the installation of stop signs, and the towing of vehicles shall be
at the expense of the owner or operator of any parking lot or shopping
center, provided however, that the person who does the towing of vehicles
may obtain his/her towing and storage charges from the owner of the
vehicles.

The owner or person in control of every parking lot or shopping
center where this Article is enforced shall post and erect a clearly
marked and distinct sign at each entrance prohibiting the acts enumerated
in this Article. Such signs shall be a least thirty (30) inches by
thirty (30) inches with three (3) inch lettering.
