A. 
Application For Registration.
1. 
Every owner of a motor vehicle which shall be parked or stored within this City or operated or driven upon the public streets or highways of this City, except as otherwise expressly provided by the ordinances of this City or Missouri Statutes, shall annually file, in the office of the Collector, an application for registration on a blank to be furnished by the Collector for that purpose containing:
a. 
A brief description of the motor vehicle to be registered, including the name of the manufacturer, the manufacturer's or other identifying number, and character, and amount of motive power, stated in figures or horsepower.
b. 
The name, residence, and business address of the owner of such motor vehicle.
c. 
The gross weight of the vehicle and the desired load of pounds if the vehicle is a commercial motor vehicle.
d. 
If such motor vehicle be a specially constructed or reconstructed motor vehicle, the application shall so state, and the owner shall furnish the Collector with such additional information as the Collector shall require.
2. 
No City license shall be issued unless the application for registration is accompanied by a tax receipt or a statement certified by the County Collector of the County in which the applicant's property was assessed showing that the State and County tangible personal property taxes for the preceding year have been paid by the applicant or that no such taxes were due. Each applicant for license shall produce a certificate of title to the motor vehicle or other proof of ownership required by the Collector.
B. 
Registration Fees.
1. 
The annual registration fees for motor vehicles shall be submitted to the Collector with the application for registration, and registration fees shall be in accordance with the following schedule:
a. 
For all non-commercial motor vehicles $ 5.00 per vehicle
b. 
For commercial motor vehicles having a manufacturer's rated capacity of:
Less than 2 tons
$3.50
2 tons and less than 5 tons
$6.00
5 tons and less than 6 tons
$9.00
6 tons and less than 7 tons
$10.00
7 tons and less than 8 tons
$12.00
And for every ton or major fraction thereof in excess of eight (8) tons, five dollars ($5.00) per ton.
c. 
Registration of motor vehicles and owners shall be renewed annually upon payment of the fees provided herein on or before the fifteenth (15th) day of February in each year, and all certificates or registrations and licenses issued hereby shall expire on the succeeding fourteenth (14th) day of February.
d. 
If application for the registration of a motor vehicle is made between July first (1st) and September thirtieth (30th), only one-half (½) the annual fee shall be paid. If application for such registration is made between October first (1st) and December thirty-first (31st), only one-fourth (¼) the annual fee shall be paid.
e. 
In the event that the owner of a motor vehicle must replace a windshield having a current license sticker affixed thereto, the owner shall file a new application for registration of said motor vehicle, and a new license sticker shall be issued to said owner upon payment of a transfer fee in the amount of fifty cents ($0.50).
f. 
In the event that the registered owner has attained the age of sixty-five (65) years, or in the event that the motor vehicle is owned by two (2) or more persons, and at least one (1) of the registered owners has attained the age of sixty-five (65) years, or if any registered owner is physically handicapped regardless of age, then in either such event the Collector shall issue one (1) Northwoods license sticker to said person for any one (1) motor vehicle, free of charge, and each said person shall be exempt from paying the registration fee provided for in this Section. The burden of proving such age or disability shall be upon the applicant.

A. 
Issuance Of City Vehicle License. The City Collector, upon receipt of a properly filed and signed registration application, together with the designated fee and the display of a current year paid personal property tax bill and State of Missouri Registration Certificate or other proof of ownership by any person as provided in this Chapter, shall issue to such person a license sticker printed on paper or fabric and made and designed so that it will adhere to the windshield of the motor vehicle. Such license sticker shall have imprinted thereon so as to be easily distinguishable, the year of the issue, the number of the license in arabic numerals, and the words "City of Northwoods".
B. 
Display Of License. Every motor vehicle shall at all times, while being used or operated on the public streets of the City, or garaged or parked within the City, and when the owner thereof resides or is domiciled in the City, have displayed conspicuously in the lower right windshield area, and kept reasonably clean, the transparent license sticker issued by the City Collector, as herein provided bearing the number assigned to said motor vehicle by said City Collector.
C. 
Partial Exceptance Of Non-Resident Owner. The foregoing provisions shall not apply to a motor vehicle owned by a non-resident of the City of Northwoods, unless such motor vehicle shall remain garaged or parked within the City for twenty (20) days or more; provided, the owner thereof has complied with any law requiring the licensing of motor vehicles in another City or State, and further provided, a registration number of such City or State shall be displayed on the motor vehicle.
D. 
All Other Licenses To Be Removed. As provided in Subsections (A) and (B) of this Section, only the transparent license sticker issued to show the current year and the assigned number for the registered vehicle may be displayed in the lower right windshield area. All other stickers and previously issued licenses must be removed before the current license is affixed to the lower right-hand corner of the windshield.
E. 
Application Form To Be Filed For Each Motor Vehicle. No license shall be issued for the operation of any motor vehicle, or the garaging or parking of said motor vehicle until a registration application form shall be signed by the owner or owners and filed together with the applicable fee with the City Collector, and no license shall in any case be assigned or transferred or used by any person other than the one to whom it has been issued. Separate applications shall be made for each motor vehicle, and separate licenses shall be obtained for each motor vehicle.
