As used in this article, the following terms shall have the meanings indicated:
OWNER OF APPROPRIATE PROPERTY
A person who owns and receives the rents from a residential property in the City of Camden.
QUALIFIED RESIDENT
A person who owns, rents or occupies residential property in the City of Camden.
A. 
Whenever a person who is the owner of appropriate residential property in the City of Camden and such person does not occupy the property, said person shall give the tenant occupying the property a credit towards the next month's rent in an amount equal to the credit received by that property owner as a credit to that person's account. The property owner shall give the qualified resident a written notice showing the application of the credit to the tenant's rent within 30 days of the date which the credit is applied.
B. 
The owner of the multiple unit residential property who occupies one of the units shall be entitled to retain the credit attributable to any unit occupied by that owner but, however, shall be required to distribute the credits received to the occupants and the remaining units in accordance with the provisions of §§ 675-32A and 675-33 hereof.
If for any reason a property owner may not apply the credit in accordance with the provisions of § 675-32, the credit or any balance thereof that has not been applied shall be paid in full to the qualified resident within 60 days of the receipt thereof by the property owner.

Unless otherwise provided in the chapter, penalties against persons violating the provisions of this article shall be imposed in accordance with the provisions of § 1-15.
