The head of this Department shall be the Superintendent of Recreation,
who shall have the administrative authority and duties prescribe herein
relating to all playgrounds, recreational lands and structures and
recreational functions. The Superintendent of Recreation shall be
appointed by the Mayor, with the advice and consent of the Council,
for the term of the Mayor.
The Superintendent shall have the following powers and duties.
The Superintendent shall:
A. Supervise and maintain all park facilities as may be hereafter established.
B. Explore and recommend locations and areas suitable for development
of park sites.
C. Plan, promote and administer public recreation facilities and recreational
programs and activities for children and adults.
D. Administer and operate community centers, social centers and recreational
functions and activities relating thereto.
E. Use and operate public school property to the extent it may be adaptable
and available for recreational programs and purposes.
F. Be responsible for the operation of the Community Lake.
G. Adopt suitable rules and regulations for the conduct of all persons
using public playgrounds and recreational facilities.
H. Prepare budget estimates and maintain records of expenditures.
Under the supervision of the Superintendent of Recreation, there
shall be an Assistant Superintendent of Recreation. The Assistant
Superintendent of Recreation shall be responsible for:
A. Assisting the Superintendent in planning, promoting, organizing,
and administering recreation services for the community; acting as
liaison at conferences, meetings, and other function; and doing other
related duties as required.
B. Assisting the Superintendent in the promoting and development of
program activities, personnel matters, and preparation of budget estimates.
C. Acting as liaison in the Superintendent's absence, and assuming all
duties, responsibilities and authority.
D. Serving as a general assistant, responsible for recreation program
leadership and administrative direction, and supervising playgrounds
or recreation centers.
E. Assisting in the establishment and maintenance of records of recreation
activities and services, correspondence, personnel, and property.
F. Representing the Superintendent at meetings and conferences.
