A Library Board is hereby created and established for the City
of Albany, Missouri, to consist of nine (9) Trustees appointed by
the Mayor by and with the approval of the Board of Aldermen. Said
Trustees shall be chosen with reference to their fitness for such
office and no member of the Municipal Government shall be a member
of said Board.

The terms of the present Trustees shall not be affected by this
Section and three (3) members of said Library Board shall be appointed
each year for a term of three (3) years beginning on July first (1st).
The Mayor may, with the consent of the Board of Aldermen, remove any
trustee for misconduct or neglect of duty.
Vacancies in the Board of Trustees, occasioned by removals,
resignations or otherwise, shall be reported to the proper official
and be filled in like manner as original appointments, except that
if the vacancy is an unexpired term, the appointment shall be made
for only the unexpired portion of that term. No member of the Board
shall serve for more than three (3) successive full terms and shall
not be eligible for further appointment to the Board until two (2)
years after the expiration of the third (3rd) term. No trustee shall
receive compensation as such, and no person shall be employed by the
Board who is related either by blood or by marriage to any Trustee
of the Board.

The Trustees shall, immediately after appointment, meet and
organize by the election of one (1) of their members as President
and by the election of such other officers as they may deem necessary.
The Library Board shall have no power to bind the City for any
expense above and beyond that amount credited to the Library Fund
for labor or material or otherwise without first having received the
approval of the Board of Aldermen.
