There is hereby created the office of Code Enforcement Officer for the City.

The Mayor shall, by and with the consent and advice of the Council, appoint the Code Enforcement Officer.

The Code Enforcement Officer shall have a thorough knowledge of the construction of buildings, including plumbing and electrical work in connection therewith, and he/she shall be at least twenty-five (25) years of age. He/she shall not inspect any work in which he/she is directly or indirectly interested.

A. 
The Code Enforcement Officer shall inspect all electrical, plumbing, gas and other repair or construction work on all buildings in the City for the purpose of seeing that the same is done in conformity with the ordinances of the City, and he/she shall have authority to stop the construction, repair or remodeling of any building or any work thereon when the same does not conform to the ordinances, or when the owners, contractors, plumbers, electricians or other persons working on the building have not secured the licenses or permits, or paid the fees, or given the bonds required.

The Code Enforcement Officer shall also perform all duties assigned by Chapter 525, Dangerous and Unsafe Structures; Chapter 220, Condition of Property — Nuisances; and Title IV, Land Use.
C. 
The Code Enforcement Officer shall have the duty and authority to issue a citation and summons to any person who has violated Section 215.230, Chapter 220, Chapter 230, Title IV, Title V, Sections 610.100 to 610.150 or Section 705.040 of the Code of Ordinances. Such citation and summons shall conform to the requirements of Rule 37 of the Missouri Supreme Court rules. Upon issuance of a citation and summons, the Code Enforcement Officer shall file a copy of such citation with the Municipal Court Clerk. The Code Enforcement Officer shall appear in Municipal Court and present testimony in all cases initiated pursuant hereto.
D. 
The Code Enforcement Officer shall serve as the "Building Official" under all building and technical codes adopted in Title V of the Code of Ordinances.

A. 
The Code Enforcement Officer shall charge and receive inspection fees in such amounts as set by the City Council from time to time.
B. 
The inspection fees received by the Code Enforcement Officer for the inspection fees shall be paid to the City.
