Pursuant to Section 201 of the Pennsylvania Municipalities Planning Code, Act 247 of 1968, as amended,[1] and for the purpose of carrying said section into effect, there is hereby created by the Borough of West Reading a Borough Planning Commission which shall be appointed as provided by, and shall have all the powers and duties conferred upon it by, Section 201 through 211, inclusive, of the Pennsylvania Municipalities Planning Code, Act 247 of 1968,[2] as amended, and shall have any other powers vested by law or proper Borough ordinance.

The Planning Commission of the Borough of West Reading shall consist of nine members appointed by the Borough Council of the Borough of West Reading. The terms of each such member of the Commission shall be for four years or until a successor is appointed and qualified. Anything to the contrary notwithstanding, all present members of the Borough Planning Commission shall be considered to have been appointed for a four-year term from the date of their original appointment.
The Borough Planning Commission shall have access to the maps, files and other papers of the Borough, and if Council, by motion, so decides, may keep on file all maps, plans and other pertinent material. Within the limitations prescribed and appropriations provided for the purpose, Council may, on motion, authorize maps and plans to be made under the supervision of the Planning Commission and likewise authorize changes and additions to be made to the maps and plans. The Commission may recommend such changes and additions as it may deem proper, but such recommendations shall not restrict the right of Council to initiate proceedings for the laying out and changing of highways and public places in the Borough.
