It shall be unlawful for any person to throw, dump or deposit
or to cause or allow to be thrown, dumped or deposited or allow any
minor in custody to throw, dump or deposit anywhere in the Borough
any trash, refuse or garbage, including but not limited to cans, bottles,
junk, offal, carcasses, filth or litter or any grease, oil or other
nonbiodegradable substance except that which may weep, seep or drip
from a motor vehicle.
It shall be unlawful for any property owner or tenant to allow any trash, refuse or garbage, as described in §
259-1, to accumulate on his property except in an approved container. Any such unlawful accumulation of trash, refuse or garbage is hereby declared to be a public nuisance.

Any mechanically inoperable boilers and machinery and parts therefor which shall remain on a property for more than 90 days shall be considered to be "trash" within the meaning of §
259-2, unless located within a garage, barn or other structure or enclosure.
Violation of this article shall constitute a summary offense punishable as set forth in Chapter
1, Article
I, General Penalty, §
1-1 of this Code.
