On the first Monday of each even-numbered year, or as soon as
practicable thereafter, following the election by Council of one of
its members as President of Council, it shall be the duty of the President
of Council to appoint, from the members of Council, the standing committees
of Council.
Membership of standing committees shall be for the duration
of the term of Council for which members were appointed. Vacancies
for individual positions made necessary by replacement of President
of Council shall be filled by the new President of Council.
Each standing committee shall make a monthly report to Council
and, at the same time, where the same may feasibly be done, shall
give an outline of the work contemplated for the following month or
period. All committees shall be subject to the express orders of Council
and shall meet when and where the Chairman decides. The committees
hereinafter designated shall have the powers and duties prescribed
to them by ordinance or otherwise and are empowered to decide upon
and carry into effect all matters and things referred to them by ordinance
or by direction of Council, except for such matters as are merely
referred to them for investigation. All improvements, repairs and
purchases of extraordinary nature and not routine in character, or
which entail more than ordinary expenditure of money, shall not be
undertaken by a committee until expressly directed by Council.
This Committee shall keep informed of and, where advisable,
oversee or supervise matters:
A. Dealing
with the functions of one or more of the other six committees;
B. Involving
relationship with other municipalities or levels of government;
C. Pertaining
to franchises, agreements or other dealings with corporations, organizations
or other entities within or outside the Borough and not specifically
the responsibility of any of the other six committees; and
D. Oversee
the hiring process of employment opportunities and make recommendations
of employment to Council and other related personnel matters.
This Committee shall generally oversee the financial interests
of the Borough by:
A. Annually
preparing the preliminary budget for the Borough, which shall be finished
before the completion date prescribed by Council;
B. Examining
all invoices and bills before they are presented to Council for payment;
negotiating and, where necessary, renewing all loans; and approving
or rejecting all requests to the Tax Collector for exonerations; and
C. Having
superintendence and jurisdiction over all contracts of insurance entered
into by or in behalf of the Borough and in the negotiation and renewal
thereof.
This Committee shall have jurisdiction and superintendence over
all land and/or buildings owned by or under the authority of the Borough
and shall:
A. Endeavor
to keep up to date all records of ownership and status of such buildings
and grounds.
B. Authorize
or arrange for all repairs or improvements thereto of an ordinary
or routine nature and such other repairs and/or improvements as in
special exigencies may be promptly done without prior action by Council
thereof.
This Committee shall: (a) have charge over repairs and improvements
of the streets and alleys in the Borough and, in this connection,
shall consult with the Borough Engineer as to work scheduled, underway
or completed, and material purchased; and endeavor to keep streets
and alleys in safe condition by supervision, or report to Council
over such matters as removal of obstructions, unlawful encroachments
and nuisances; and (b) investigate and report on any matters dealing
with health and sanitation in the Borough, including, but not limited
to, drainage, solid waste, health nuisances and sanitary and storm
sewers. This Committee shall serve as intermediary between the Borough
and other public health agencies serving the Borough, whether on a
municipal, county, area-wide or state-wide basis.
This Committee shall deal with functions of the Borough connected
with indoor and outdoor recreation facilities owned and/or maintained
by the Borough, including parks and open spaces, and shall engage
in planning for varied facilities, indoor and outdoor, serving residents
of the Borough in different age groups. This Committee shall also
serve as liaison between the Public Library and the Borough.
This Committee shall be in charge of such interests and responsibilities
as the Borough may have in the lighting of streets, alleys and public
places in the Borough and shall keep informed of the location, maintenance
and removal of all such lights, taking into consideration the importance
of achieving adequate, safe and satisfactory lighting in those places.
The Committee shall also be concerned with the location, condition,
maintenance and safety of trees in and along streets and alleys and
in public places. If and when the Borough in the future establishes
a Shade Tree Commission, this Committee shall serve as liaison with
that Commission.
