A. 
The Fire Departments of Vandergrift Borough are hereby authorized to charge the reasonable costs incurred or expended for the replacement of any material used or expended in the abatement or control of certain fires and hazardous materials incidents caused by actions or inactions of any person, group, firm, agency, corporation or other entity to such person, group, firm, agency, corporation or other entity.
B. 
The Fire Departments of Vandergrift Borough are hereby authorized to charge the reasonable cost of replacement material to any agency, group, municipality, state- or federal-licensed fire department, which requested the Fire Departments of Vandergrift Borough to provide materials used for the abatement or control of certain fires and hazardous materials incidents.
C. 
The Fire Departments of Vandergrift Borough shall have the authority to bill either an individual, partnership, corporation (profit or nonprofit), municipal subdivision, or state- or federal-licensed fire department.
As used in this article, the following terms shall have the meanings indicated:
MATERIAL
Any and all expendable and/or disposable materials used in the abatement and/or control of certain fires and hazardous materials incidents, including, but not limited to, firefighting foam, and other hazardous materials abatement equipment.
